In summary, on 09/02/16 at 1829 hours, I assisted Ofc. G. Lara at 2126 S Cicero Ave. in regards to traffic stop. Upon arrival, I spoke with Ofc. E. Lara #205, who related the driver (Gomez, Benigno DOB 02/13/71) on his traffic stop had signs of impairment (glassy bloodshot eyes and a strong odor of an alcoholic beverage emanating from his breath/person). I made contact with Benigno, I observed him to have red, glassy, and bloodshot eyes. Benigno related that he understands English and I did not have any issues communicating with him. While speaking with Benigno, I detected a strong odor of an alcoholic beverage from his breath/person. Benigno agreed to perform several field sobriety tests. Benigno was staggering and swaying as he walked to perform the tests. The tests were conducted on a dry, hard, level, non-slippery surface off the roadway. Horizontal Gaze Nystagmus (HGN) test - Benigno related that he does not wear contacts or have any problems with his eyes. I observed him to have equal pupil size and tracking in each eye, so I continued with the HGN tests. I gave the instructions and Benigno stated he understood them. Benigno was unable to follow the instructions after being told them five (5) times. Benigno would not keep his head straight, he continued to move it side to side after being told not to move his head. Walk and Turn - During the instructional phase Benigno was unable to maintain his balance while listening to the instructions.
