I write to you today with concerns regarding a bill you sponsor, Senate Bill 5284. I have some misunderstandings regarding your bill. To the best of my knowledge, gambling on fantasy sports remains illegal in the state of Washington alongside five other states in the United States. Before I go further into my claim I would like to give my definition of gambling as well as my definition of fantasy sports. Gambling, in my opinion, consist of a game of chance. Fantasy sports are fictional teams assembled upon the better knowledge of the participant. The winner of the contest is then defined by the statistical performance of the participants' players. Within the context of that statement I will mention that outcomes of a winning fantasy teams can and have been determined by the sole performance of one individual's performance. That is often how you get ahead in the game because if everybody had the same teams with the same players there would not be any clear winners. I am not a hard headed individual and that yes, I am capable of seeing both points of every issue. Fantasy sports could still be considered gambling because it seems to fit certain criteria of the Washington State Gambling commission along with 45 other states that consider it gambling. Most importantly, because Senator Steve Conaway believes that there must be some type of gambling going on. But if we based our definition of gambling solely on the opinion of one person we would have passed this legislature when it was first introduced. I do agree with the legalization of fantasy sports, but it needs to be regulated for there to be clear distinction that in fact it is not a game of chance but of skill.
