RE: Council Discussion Topic: Organized Sections
This overview is designed to help launch a Council small group discussion about journals, and about strategic issues the Association may wish to address. The memo notes salient issues the Association is or will soon face. The themes included here are surely not complete and the goal is for a discussion that helps ferret out or sharpen heretofore unarticulated issues as well as the ones we see now.
I. Introduction
APSA Organized Sections have been a mainstay of the Association since first formed in the early 1980's. There has not been a comprehensive review of Sections and the ways in which the prominence of Sections has shaped the Association since then, though Sections have figured prominently in recent reviews of other activities, such as the Annual Meeting and Awards. The attached background memo reviews a variety of themes about Organized Sections. This discussion memo identifies several topics that may warrant particular attention.
I. Featured Discussion Issues
A. What Have We Wrought?
There are 38 organized sections, with several new ones formed in the last couple of years. Over half of all APSA members belong to organized sections. Sections have the lead in structuring and organizing much of our Annual Meeting, and many now also manage and distribute journals in their fields. Are we satisfied with what Sections have brought the Association? Are there ways in which we should plan to steer or reshape their role?
B. Journals

B. Administration
Though they are mini membership organizations, sections are not held to or encouraged to maintain standards. Many sections provide their members great value while others do very little. How do we reconcile these differences. Should sections be held to performance requirements of some form.
C. Annual Meeting
The Organized Section role in the annual meeting was recently reviewed in the Association's general overview of the meeting. Still, the balance among Sections, non-Section meeting Divisions, Related groups, and working groups warrants continued attention - especially whether the division structure allows space for topics not reflected well in the conventional Section topics.
D. Awards
Similarly, the relationship of Section to Association Awards is being examined now by the Awards Implementation Committee.
Background Information In implementing a strategic plan for Coastal Medical Center, our consulting team has conducted many analyses and formed numerous strategies in order for Coastal Medical Center to be successful. Such assessments include an internal analysis, external analysis, gap analysis, and SWOT analysis. In conducting these analyses, our consulting team was able to better understand the internal environment, external environment, where the organization currently stands in terms of performance, and the major strengths, weaknesses, opportunities and threats that oppose the Coastal Medical Center. From our inquiry, we will be able to establish a strategic plan that best fits the organization’s needs.
After analyzing the Coastal Medical Center, it is apparent that the employees and staff have no conception of the mission, vision, and values of this health care facility. In addition to this lack of structure, CMC has many projects in the midst of production that lack support of a common goal, employees are unsatisfied with their jobs, the two boards lack ability to agree on strategic decisions for the organization,, and the medical center has a dismal reputation when it comes to quality care.

The first change leaders should make is including all units in the shared governance structure. Currently, outpatient units do not participate, so those nurses have no voice in decision-making on their units, and there’s no structure for communication between them and the shared governance councils. Secondly, organizational leaders should ensure that unit leadership chairs attend training classes that teach how to effectively function in their new role. Education should include how to lead the ULC meetings because the better prepared the chairperson is, the more effective and constructive the meetings will be. Each individual is categorized into a group from the day they were conceived. According to Kozier et al (2010) a group is “two are more people who have shared need and goals, who taken each other in account in their and who, thus, are held together and set apart from others by virtue of their interaction” (p. 400). The communicate that takes place between members of the group is group dynamic (Kozier et al, 2010). Motivation for participation and similarity of other group members and the goals of the group will affect the group dynamic (Kozier et al, 2010). The type of group that was created was a task group and Kozier et al (2010) stated that “the focus for such group is completion of a specific task, and the format is defined at the outset by the leader or members” (p.400). The purpose of the group was to choose a community health care organization, and then presents the information to the class.
