The Full-Range Leadership Model (FRLM) describes several approaches to leadership behavior, ranging from passive or non-leadership (laissez-faire) to transactional and transformational leadership theories. This paper analyzes how the FRLM concepts apply to an existing safety concern and demonstrates how these concepts will be employed to conduct team building across the wing to address the traffic-accident trend. Additionally, this paper will identify the additional information that is needed to address this issue. Lastly, goals and measurements will be suggested in order to reverse the situation.

Due to the significant number of serious auto accidents involving service members and dependents, the community has contacted base leadership to help counter the trend. As a result, Capt Carl A. Matthews, the former safety office supervisor, was charged with combating the crime. Matthews displayed behaviors common to the laissez-faire style of leadership. Behavior, which can be learned, is a characteristic of FRLM leadership theory. By adjusting his behavior and incorporating FRLM elements of leadership, Matthews could have employed Individual Consideration methods and dedicate more effort to interacting with and developing his team. His behavior did not behoove him nor his followers and gravely impacted the entire base.

The FRLM is a blend of approaches leaders can apply in different situations to meet the specific needs of that situation. As such, situations and individual personalities dictate the type of leadership style to employ. Also, through the help of the base Public Affairs office, the campaign will experience heightened exposure through monthly articles and broadcasting services. Involving Public Affairs is very important, especially because the community has contacted the base leadership.

In conclusion, most leaders possess elements of both transactional and transformational leadership. Throughout this paper, FRLM concepts were applied to a particular situation and concepts were applied to conduct team-building. Additional information was identified which would better address the trend and goals and measurements were suggested in order to reverse the situation. By applying these concepts, the effectiveness of the driving-safety campaign would be greatly enhanced and thereby save lives.
