I. PENDAHULUAN
A. Latar Belakang Permasalahan
Internet adalah salah satu media informasi yang bisa diakses oleh semua kalangan, baik dari masyarakat umum, pelajar, karyawan perusahaan, executive, pemerintah, dll. Selain itu internet juga merupakan lahan yang subur bagi para pebisnis di seluruh dunia. Dengan internet para pebisnis dapat melakukan transaksi dan periklanan bagi produk mereka. Namun sisi negatif dengan adanya kemudahan internet adalah penyalahgunaan internet sebagai media pemicu kebencian (SARA), kebohongan, kekerasan dan pornografi.
Penyalahgunaan internet tersebut biasanya dipicu oleh orang-orang yang tidak bertanggungjawab. Seperti yang kita tahu, saat terjadi konfrontasi antara Indonesia dan Malaysia internet digunaan oleh masyarakat Indonesia maupun Malaysia untuk saling menghujat satu sama lain. Berita-berita yang ditayangkan oleh situs/blog milik negara masing-masing kebanyakan adalah berita yang dapat menjatuhkan reputasi negara sebagai negara yang tidak bermoral. Hal ini sangatlah berbahaya karena dapat memicu kebencian (SARA) antara masyarakat kedua belah pihak, bahkan bisa meperkeruh hubungan bilateral Indonesia dan Malaysia.
Baru-baru ini terdapat tayangan video yang memicu amarah umat Islam di seluruh dunia. Hal ini disebabkan karena sebua video amatir berjudul “FITNA” yang dibuat oleh anggota perlemen Belanda, Geert Wilders, 44 tahun. Reaksi yang ditimbulkan oleh FITNA adalah banyaknya negara-negara Islam yang memprotesnya dan mengecam peredaran film tersebut seperti Sudan, Mesir, Arab Saudi, Indonesia, dll. Di Indonesia sendiri untuk mengatasi peredaran film tersebut disyahkanlah RUU mengenai informasi, teknologi dan elektronik yang beberapa waktu lalu masih dipertimbangkan pada tanggal 25 Maret 2008. Realisasi dengan adanya UU ITE adalah munculnya kebijakan pemerintah untuk memblokir beberapa situs yang memuat film FITNA ataupun tayangan lain yang dianggap dapat memicu kebencian antar golongan. Tindakan kecam pemerintah Indonesia antara lain meminta YouTube, situs video internet, untuk segera menarik semua tayangan film pembangkit permusuhan tersebut, namun ternnyata peredaran film tersebut masih dapat dijumpai. Hingga sempat beberapa waktu lalu beberapa provider internet memblokir beberapa situs; seperti YouTube, Multiply, Myspace, hingga Rapidshare.
Selain itu UU ITE juga mendukung realisasi dari UU APP yaitu, undang-undang mengenai pelarangan pornografi dan pornoaksi di Indonesia. Saat ini pemerintah sedang gencar melakukan “pembersihan” semua hal yang berbau pornografi dan pornoaksi seperti, gambar, video, situs sex, hingga warnet maupun internet kafe sebagai penyedia jasa internet. Tindakan realisasi yang dilakukan pemerintah seperti pemblokiran situs porno yang ada di Indonesia dan melakukan razia di beberapa warnet. Kebijakan ini dimaksudkan untuk mencegah hal-hal negatif yang dapat merusak moral bangsa yang ditimbulkan oleh adanya situs porno
Ketika Rancangan Undang-Undang Informasi dan Transaksi Eleketronik (RUU-ITE) disahkan menjadi Undang-Undang (25/03/2008), banyak pihak pro dan kontra.

Movies, one can argue, are one of America’s greatest pastimes. Unfortunately, after 9/11, films have become increasingly prejudiced against American Muslims. In movies Muslims are frequently portrayed negatively. According to James Emery, a professor of Anthropology, Hollywood profits off of “casting individuals associated with specific negative stereotypes”. This is due to the fact that viewers automatically link characters with their clichéd images (Emery). For Muslims, the clichéd image is of the violent fundamentalist, who carried out the terroristic attacks on 9/11. As a result, the main stereotypes involved in movies display Muslims as extremists, villains, thieves, and desert nomads. Sexuality, in the United States alone, has been become socially acceptable. It is not uncommon to see sexual innuendos in advertising, sexual acts or remarks on televisions or movies. It has become more and more prevalent in our society. It is no wonder that sexual addiction, specifically internet pornography, is a rapidly growing concern. Internet pornography is a multibillion dollar industry that is continuously growing. With the introduction of the internet and the World Wide Web, internet pornography addiction has sky rocketed. It has been inaccurately believed that only men were addicted to internet pornography; however this is not the case. Women, men, Christians, atheists, students, veterans, heterosexuals, homosexuals, Americans, Asians, etc., can all become addicted and fall victim to it. Understanding what it is, where it came from, and how to seek treatment and the treatment options out there are imperative for people today. This report is critically analyzing the sexual content in the television shows and how it is affecting teenagers. Statistically the average teenager spends three hours of watching television a day. The typical modern television program contains an enormous quantity of sexual content from harmless kissing to scenes of intercourse. Usually sex is presented as a normal activity without any serious consequences. According to many studies it is a known fact that the stories which the immature teenagers are watching on the television can influence their lives. The media portrayals involving sexuality are contributing to the sexual socialization of young people.
Whether pornography is an excuse to make acts of violence public? A big number of famous scholars, no matter men or women, have given their opinions. Each of them has their own view, but we can sort them into two groups, which are against to serious censorship and willing to convict and uproot pornography. Because of pornography, women’s status can never be equal to men’s. Recently, a revolution about the perception of moral values comes out in the world, which refers to how deep the changes of the method people think and act. Media have continuously played a big role in processing those changes in the revolution. Whereas, a lot of changes have been much worse. New violations of human dignity and Christian ideals have taken place. Within here, the media is also important. In the media, widespread pornography and wanton violence have increased in these years. Books and magazines, recordings, the cinema, the theater, television, videocassettes, advertising displays and even telecommunications regularly present a representation of violent behavior in sexual activity, which has been openly pornographic and morally offensive.

In the today’s society, social media has gone out of hand. Most people these days have a cell phone, Ipad and/or laptop and most definitely a television at their home. Therefore, access to pornography has become extremely easy and can be available to any individual in less than 5 minutes. The best definition of pornography can be explained as sexually explicit words or images intended to provoke sexual arousal. The easy access to porn has raised many people to question if porn is harmful, if it should be censored, and if it is unsafe. Many debates have been going on about porn concerning freedom of rights, speech, and entertainment and right of privacy. The main people to have argued on this point are Catherine Mackinnon and philosopher J.S. Mill.
... to access violent video games and pornography. These materials cause children to have aggressive behavior and desensitize toward violence. Exposing these, children suffer from their adverse effect not only in their childhood years but also their adult life. To prevent the internet's side effects on children parents should guide their children how to use the internet properly and monitor them without suffocating. Furthermore, if media classes which explain students reasons why they should refrain from violent video games and uncensored material can help children to keep away from them. Further researches should examine how blocking and filtering programs can be improved for detecting and preventing unwanted exposure to pornography. Moreover children who have media lessons should be observed in order to find defects and show teachers and parents how to fill the gaps.
Internet as a medium has been a thoroughly discussed topic, especially in recent years with the rise of the World Wide Web. Analysis of relevant literature in the topic shows that the internet is not a new medium. This argument can be shown by looking more in depth into what defines a medium and what defines the internet. From that analysis by looking from a historical point of view the internet can be seen as an old medium which uses re-mediation to deliver content to users. The connection between internet and its users has helped the internet influence the way media is viewed today. Although the internet is not a new medium the content it presents is new. The advances in technology have helped the use of the internet reach new heights in terms of interest and it's capabilities are now being utilised by the masses. This rise in popularity has given the implication that the internet is new. These points can be analysed in more depth which has led me to take the stance that the internet is not a new medium.
The Internet’s influence on our lives has spread throughout. According a 2009 US Census survey 74% of Americans use the internet and have access within their household.A number that has increased every year since 1990 and will sure grow in the future. In this survey they relieved that they did various activities on the internet including social media, (Facebook and Twitter) researching and reading news articles, watching YouTube videos, shopping and so much more all can be done with a computer or Internet enabled phone. In recent years, pornography has established itself as perhaps the most controversial topic arising out of the use of the Internet. The easy availability of this type of sexually explicit material has caused a panic among government officials, family groups, religious groups and law enforcement bodies and this panic has been perpetuated in the media.
First, police could reinforce the combating action to the internet obscenity. With development of technology, people can comfortably connect with world everywhere through the internet, such as different social websites and smartphone applications. However, they also connive compensated dating, because teenagers can search their ‘clients’ easily on those platforms. To uproot the origin of the immoral transaction, one suggestion is reinforcing the combating activity to eliminate channel for compensated dating.
A useful thing about internet is the electronic mail, as it gives us faster results than its regular and normal air mail. Internet gives information in any aspects of knowledge which is useful for student and for the business. Internet changes our life (and where sure to that). It gives us a lot of knowledge, advantages and disadvantage of course and we should be aware to that by using it and knowing what are those disadvantages. Though it gives a lot of advantages to us we should always look on the other side of it, for the reason of the social development growth especially to children. (Sonia79, 2005)
