These days, Olympic Games have become one of the biggest global events. It gathers a lot of top level athlete from all over the world and is competed to win the gold medal. The overall image that bring the Olympic Games is positive: excitement economic growth, flooding foreign tourist. However, it is important to remember that preparing for Tokyo Olympic costs a lot even though Japan has huge debt. The purpose of this paper is considering the problem of Tokyo Olympics in 2020. Despite the high expectation of the Tokyo Olympic, little is known about the severe problem that faces Japan at present. Minpaku is a kind of new way of stay in Japan. The owner who own the empty room or house rent a space for tourist. Since Japan has face the lack of hotel or inns, the demand of lodging is increasing among the tourists with a cheap price of renting. According to Japan Times, “The number of overseas visitors has grown by an average of 34 percent annually from 2011 to 2016. From January to October this year, it surpassed last year’s record of over 24 million and the figure is expected to exceed the government target of 40 million in 2020.” (2017) Moreover, the spread of Vacation rental website providers, for instance Airbnb Inc have an impact on increasing the demand to shelter inbound tourist. One of the problem of Minpaku is inadequate creation of a legal framework. Under the current Japan’s lodging business law, having visitors stay in private housing without the permission of local authorities is illegal. Also, the current system has not prevented use of house to accommodate foreign tourists. “According to a 2016 survey by the Health, Labor and Welfare Ministry, 83.5 percent of private lodgings are run without authorization, or under the radar of local authorities. Japan will get huge economic benefit by hosting Tokyo Olympics. According to Keizai Shimbun Tokyo estimates the nationwide economic effectiveness of the 2020 Games to be 32.3 trillion yen from 2013 to 2020. Moreover, the Olympics will create 1.94 million jobs during that period. However, after the Olympic it is expected to a reaction of a wave of economic profit. The most past hosted countries except the U.S. declined its economic growth after the Olympic such as South Korea, Australia, Spain, Greek and China. One reason is an economic slide is due to huge investment to infrastructure building in the brief period of Olympic preparation year.
