The Two Major Causes of the Urban Underclass
Today in the United States, as well as in many other affluent, industrialized nations, there exists an urban underclass, which is defined as a class of people that comprises members of low-income households who have little or no participation in the workforce (Gilbert 2003, p. 274). Currently there are predominantly two distinct, conflicting views of why the underclass exists. On one hand, there is the notion that the underclass is simply the result of its members, who lack values and morals, and advocate unemployment (Whitman and Thornton 1986). Some, on the other hand, believe that social institutions and injustices are to blame for the underclass.
According to Julia Rothenberg and Andreas Heinz (1998), “the current neoconservative discourse about the social behavior and problems of the poor centers around a notion of a morally corrupt underclass.” Charles Murray, a conservative, and one of the leading advocates of this notion, measures the underclass by things like criminality, dropout from the workforce among young men, and illegitimate births among young women. He writes of the members of the underclass as “people living outside the mainstream, often preying on the mainstream, in a world where the building blocks of a life—work, family and community—exist in fragmented and corrupt forms”(Murray 1999). Because this group of people, which is proportionately small, stays at a relatively constant level in terms of income with seemingly no ambition, Murray blames them for their own problems. Murray’s solution to the underclass is simply to lock up the criminals; he has no sympathy for them, as he believes that they are under complete control of their own actions (Murray 1999). He argues that inner-city poor people have opportunities in low-level jobs, but turn them down, in part because the fast life of the street makes it attractive not to work (Whitman and Thornton 1986).
Among people who take the conservative side, the underclass is seen as the scum of society, a class of people that is undeserving of any help. Social and economic class is something we as Americans like to push into the back of our minds. Sometimes recognizing our class either socially or economically can almost be crippling. When individuals recognize class, limitations and judgment confront us. Instead, we should know it is important to recognize our class, but not let it define and limit us. But what many believed, was far from the truth. In reality the middle class of the United States receives a very small amount of the nation's wealth, and sixty percent of America's population receives less than 6 percent of the nation's wealth, while the top 1 percent of the American population receives 34 percent of the total national wealth. The author uses stats, his own opinion, and my favorite thing that brought me in was the myths that he told the reality’s for later in the essay. Mantsios believes that no matter what social or economic class that you fall into, you have a fair chance at succeeding in life. I feel that the intended audience is the citizens of America or people in the workforce since they are the ones that have to deal with this situation. Growing up in The United States, people are given this idea of an American Dream. Almost every child is raised to believe they can become and do anything they want to do, if one works hard enough. However, a majority of people believe that there is a separation of class in American society. Gregory Mantsios author of “Class in America-2009” believes that Americans do not exchange thoughts about class division, although most of people are placed in their own set cluster of wealth. Also political officials are trying to get followers by trying to try to appeal to the bulk of the population, or the middle class, in order to get more supporters. An interesting myth that Mantsios makes in his essay is how Americans don’t have equal opportunities.
The media portrays the upper class as something to strive for. Obtaining wealth and material possessions will bring you a happy life. The only way to get ahead is to emulate the rich and powerful and to live vicariously through them (Kendall 316). The media’s emphasis on the upper class takes away from people living life for themselves. Instead, they are persuaded to obtain a lifestyle that is realistically out of their means. Kendall states, “Largely through marketing and advertising, television promoted the myth of the classless society, offering on one hand the images of the American dream fulfilled wherein any and everyone can become rich and on the other suggesting that the lived experience of this lack of class hierarchy was expressed by our equal right to purchase anything we could afford”. Exaggerated views of the rich and successful in America are largely portrayed via television. Which gives a false idea of what happiness, wealth and material possessions can bring (Kendall 317). The poor and homeless are at the bottom of the class structure and are often overlooked, ignored and only portrayed as deserving of sympathy. Based off our readings, class discussion and films, income inequality is known to be erased or ignore. Our society frowns upon the expression of income in our daily conversations, as it could be seen braggy or a complaint depending on your status of income. Because it's frowned upon to talk about, the topic of income inequality becomes erased or ignored. In The Working Poor: Invisible in America, David K. Shipler tells the story of a handful of people he has interviewed and followed through their struggles with poverty over the course of six years. David Shipler is an accomplished writer and consultant on social issues. His knowledge, experience, and extensive field work is authoritative and trustworthy. Shipler describes a vicious cycle of low paying jobs, health issues, abuse, addiction, and other factors that all combine to create a mountain of adversity that is virtually impossible to overcome. The American dream and promise of prosperity through hard work fails to deliver to the 35 million people in America who make up the working poor. Since there is neither one problem nor one solution to poverty, Shipler connects all of the issues together to show how they escalate each other. Poor children are abused, drugs and gangs run rampant in the poor neighborhoods, low wage dead end jobs, immigrants are exploited, high interest loans and credit cards entice people in times of crisis and unhealthy diets and lack of health care cause a multitude of problems. The only way that we can begin to see positive change is through a community approach joining the poverty stricken individuals, community, businesses, and government to band together to make a commitment to improve all areas that need help.
Many reforms in the UnitedStates have been passed to help fight against the “War on Poverty”; but it has not been effective in eradicating poverty in the U.S. There are about 46 million people who are living in impoverished conditions and poverty continues to be a social issue in this country (Heritage Foundation, 2011) In the beginning, our country was formed under the belief that “this land is the land of opportunity and if we worked hard enough the American Dream can be gained” (Schwarz, 1997). People immigrate to this country today in hopes of becoming rich so they could gain a better life. In spite of coming to this country for a better life, many are faced with the lack of skills and money to succeed. In the end, most will end up in unskilled labor jobs that can barely support their families. Poverty continues to be a growing social issue because people have the “ inability to provide necessities like clothes, healthcare, and shelter” (Heritage Foundation, 2011) to help themselves and their family; therefore, many sacrifices have to be made to insure their survival. Yet many reforms made to help people living in poverty are based “off of outdated statistics” (Henslin, 2014, p.276) and are not enough to help the lower class maintain a sufficient standard of living. Poverty relates to conflict theory since the poor are struggling just to get by. Government programs such as Women, Infants, and Children (WIC), Supplemental Nutrition Assistance Program (SNAP), housing assistance, and food stamps provided by the government are not enough to help the poor gain social mobility.
In his essay “Land of Opportunity” James W. Loewen details the ignorance that most American students have towards class structure. He bemoans the fact that most textbooks completely ignore the issue of class, and when it does it is usually only mentions middle class in order to make the point that America is a “middle class country. This is particularly grievous to Loewen because he believes, “Social class is probably the single most important variable in society. From womb to tomb, it correlates with almost all other social characteristics of people that we can measure.” Loewen simply believes that social class usually determine the paths that a person will take in life. (Loewen 203)
Cohen’s mention of the deserving and undeserving is a powerful and noteworthy notion. It is a concept that is worthy of exploring and one that would most likely bring about a very integrating political debate. The concept, deserving vs undeserving can also be recognized as worthy vs. unworthy during a political debate. Cohen made reference to the working poor vs the undeserving welfare poor. The working poor is known as an individual who goes to work and contributes to Federal, State, and local taxes; however, their salaries fall below a certain income bracket classifying them as the working poor. The undeserving welfare poor are people that conservatives may consider as lazy, uneducated, and those who drain the system. Cohen also mentioned

Do the poor in this country have a choice not to be poor? Do the less fortunate have the same access to opportunities as the middle and upper classes? Do government programs designed to help the impoverished actually keep them in the lower ranks? These are all difficult and controversial questions. Conservatives and Liberals constantly battle over these issues in our state and federal governments. Local and national news media provide limited insight to the root causes and effects of the nation’s poor. There is obviously no simple solution to resolve the plight of these often forgotten citizens. Most of us associate poor as being in a class below the poverty line. In fact there are many levels of poverty ranging from those with nothing, to those with enough to survive but too little to move up. I believe many of our nation’s poor are so by their own doing. I will share observations and personal experiences to support the argument that being poor often is a result of individual choice. One needs merely inspiration and perspiration to move up the socio-economic ladder in the United States. We live in the land of opportunity where anyone with the drive and determination to succeed often can.
