During the American Revolution the not yet established United States, held two Continental Congresses that eventually help defeat Britain. The First Continental Congress informed the local militias to prepare for war. The Second Continental Congress helped end the war and issue the Declaration of Independence. The Second Continental congress sought out to create a national government for our new country named the Articles of Confederation. However, The Articles of Confederation had many problems, for example, Congress and the states shared the right to regulate currency and issue money. This led to an excess of currency, which pushed down the value of currency and created inflationary pressure on the Continental dollar. The Shays Rebellion were series of protests in 1786 and 1787 by American farmers. However, protests began before Shays Rebellion, the Massachusetts protest convention, circa of 1780 is a prime example of this, “...The great men are going to get all we have and I think it is time for us to rise and put a stop to it, and have no more courts, nor sheriffs, nor collectors nor lawyers....”.(B) Many farmers in this area suffered from high debt as they tried to start new farms. Unlike many other state legislatures in the 1780s, the Massachusetts government didn't respond to the economic crisis . In the winter of 1786-1787, many farmers protesting the foreclosure of their farms took up arms and stormed county courthouses across Massachusetts. All over New England, there existed a growing frustration with the American postwar situation under the Articles of Confederation. Massachusetts farmers’ disconnection from the Boston government rendered the situation more volatile than anywhere else. “Connecticut, New Hampshire, and Vermont instituted harsh laws to stem the growth of insurrection. But inland Massachusetts was so heavily agrarian that the rebellion gathered steam.”[2] Backcountry farmers banded together in mobs of up to one thousand men and marched to different cities, rioting in front of prominent shops and courthouses in order to make their frustrations heard.
The Americans after obtaining independence from England needed to establish a form of government. Before the war had ended, the Second Congress of the Confederation called for the drafting of a new government in order to govern this new country, which the Articles of Confederation established. The Articles of Confederation built a government solely based off republican ideals, such as civic virtue, the idea that the states and the people will make sacrifices to the common good in order to benefit everybody. Relying on civic virtue did not pull through as successful for the young country. The Articles of Confederation shone through as successful in organizing and establishing states in the Old Northwest, spreading republican ideals; however, the success of the Articles of Confederation was trumped by its failures. The Articles of Confederation failed to provide a new and young United States with an effective government in its inability to collect tax revenue to pay debts, controlling the mobocratic uprising of upset factions, and dealing with foreign policies; additionally, the failure of the Articles of Confederation revealed the inefficiency and failure of republicanism.
The thirteen states formed a Confederation referred to as the “league of friendship” in order to find a solution for common problems such as foreign affairs.The Articles of Confederation was the nation’s first Constitution. The articles created a loose Confederation of independent states that gave limited powers to the central government. Each state would have one vote in the house of Congress, no matter the size of the population. Members of the one-house Congress, such as Pennsylvania, agreed that the new government should be a unicameral legislature, without an executive branch or a separate judiciary. Under the articles, there wasn’t a strong independent executive. There wasn’t any judicial branch but Congress had the authority to arbitrate disputes between states. Congress was responsible for conducting foreign affairs, declaring war or peace, maintaining an army and navy and a variety of other lesser functions. But the articles denied Congress the power to collect taxes, regulate interstate commerce and enforce laws. Because of this, the central government had to request donations from the states to finance its operations and raise armed forces.
Shay's Rebellion was the first armed uprising of the new nation. It was caused by the absence of debt relief legislation in Massachusetts. When the Revolution ended, merchants and creditors lobbied for high taxes and against paper money. They were successful. These procreditor polices underminded farmers' finances. The legislation, including foreclosure laws, were extremely taxing to farmers and caused many to go into great debt. Many farmers were dragged to court where they faced high legal fees and threats of imprisonment because of their debt. In 1786, farmers in Massachusetts attended extralegal meetings where they protested against high taxes and aggressive eastern creditors. Bands of angry farmers joined together to close law courts with force and freed debtors and fellow protesters from jail. Resistance to the legislation climbed to a full-scale revolt. John Adams, president at the time, answered with the Riot Act, which outlawed illegal assemblies. The rebellion was suppressed by military force. The rebellion prompted leaders with national perspective to redouble their efforts and create a stronger central government.
The Second Continental Congress was an organization that started having meetings to make decisions on where to attack the British and how to defend themselves. This foundation was created because it was during the war in Lexington and Concord, so they needed someone to help make their decisions and help decide attack methods. The Congress representatives originally met during the Revolutionary War; their first meeting being on May 10, 1775. The representatives (a person or people sent to represent something) came from 12 of the original 13 colonies.
When a group rises up for what they believe in, it can have incredible results. Sometimes those results can even have rippling effects that have the power to create one of the strongest nations on Earth. Shays’ Rebellion was one of those defining moments and without it this country may have crumbled long ago.

After the Revolutionary War, the newly formed United States still had a major task ahead of them. They had to form a new government that would satisfy the demands of the people and ensure the success of their nation. The Articles of Confederation was the first system of government that was proposed and put into effect. This attempt at creating a system that protected the people form a strong central government ultimately failed but was an important step in the development of the current government system. The weaknesses presented by the Articles of Confederation helped lead to reforms that made the Constitution successful. Both the Articles and the Constitution demonstrate the struggles that the colonists went through with the British and their desire to establish a new tyranny free government.
“Give me liberty or give me death” were the famous words spoken by Patrick Henry in the struggle for independence (Burnett 62). He addressed the first continental congress in 1774 and started the process of American political revolt. This revolt eventually climaxed in the rebelling of Britain's American colonies and the establishment of what would become the United States of America. The Second Continental Congress accomplished independence through organization, rebellion, and finally declaring independence. This was the beginning of the American Revolution.
In 1776 when the Colonies declared their independence from Great Britain with the Declaration of Independence they had one clear goal in mind: become a sovereign nation and avoid the tyranny of Great Britain. What they did not know, however, is that they had to face many more issues beyond simply cutting the ties with Great Britain; they also had to create and maintain a working system of rules which could guide them into becoming the United States of America. Once Independence was gained in 1783, the Articles of Confederation were created, but with many deep flaws in the system. The Federal government had no power, and the states were loosely held together and hardly acted as if they were a single united nation. After recognizing that these problems were too large to overcome easily, several of the greatest men in the nation gathered together to rectify these problems.
The elite opted to prevent rebellions which voiced the opinions of disregarded members of society such as women, slaves, indentured servants, and men who didn't own land, by intervening and taking them into their own hands because they wanted to preserve their power. In 1780, Shay's rebellion, led by Daniel Shay, a veteran of the Battle of Bunker Hill, allowed farmers who were unable to pay their mortgage, to speak out. Creating chaos amongst the peaceful streets of Springfield, armed farmers were stopped by state militia. Shay's rebellion led way to the Philadelphia Convention in which fifty-five men representing twelve states congregated on 1787, in proposal of drafting a new constitution. The Articles of Confederation was the first government of the United States. The Articles had created a very weak national government. At the time the Articles were approved, they had served the will of the people. Americans had just fought a war to get freedom from a great national authority--King George III (Patterson 34). But after this government was put to use, it was evident that it was not going to keep peace between the states. The conflicts got so frequent and malicious that George Washington wondered if the “United” States should be called a Union (Patterson 35).
