In the late fifteenth century, rulers started to solidify their nations by creating a more nationalistic view in each kingdom’s inhabitance. Through political and economic stability people were ruled by a more centralized government and felt more national pride. Unlike in the past when lands were constantly changing rulers and mercenary soldiers fought for the highest bidder. In the little kingdoms or principalities, the lands over which a King ruled were regarded as no different from other property. Among the Franks, all sons were entitled to a share. Therefore, when a King died, each son became a King over his own little kingdom. Thus, many political units became small so there were no uniform laws or policies. This lack of unity made them vulnerable to enemies as well as conflict from within. Bullough points out that the loyalty of a warrior or subject to his chosen leader was not a light matter. The author does not contrast that concept of loyalty however, with our present ideas of loyalty to the homeland or institution.

In addition to this, the cost of running a government in general had gone up and the country needed more money. Because the king didn't have as much power to tax as he pleases, the government could make a firm and accurate taxation of the people. In France, the price of government had also gone up.
Louis XIV controlled France’s economy. He began to heavily tax to support the military reforms. Louis agreed not to tax the nobility, therefore taking away the right for the upper class to have a say in where the taxation money was spent. This gave more and more power to the king. He could spend the money that he was getting from the poor and middle class in any way he pleased without upsetting the nobility. Unfortunately for Louis, the poor could not provide the money he needed. Soon, with the help of Jean-Baptiste Colbert, Louis introduced mercantilism in Europe. He regulated the flow of trade, making sure that France was exporting more than it was importing. To accomplish this, he raised the taxes on imports and lowered those on goods made in France. He encouraged skilled workers and craftsmen to immigrate to France, offering them goods and privileges.

However, the differences between the New and Absolute Monarchy come in the way of the methods, theories, and conditions prevalent throughout the different monarchical reigns.
In order to gain the power he desired as an absolute monarch, Louis used a few key techniques that were very successful. His first and most necessary step to get all control was to take all of the nobles’ power, and make it so they were completely under his control. He first did this by taking the nobles’ positions of power, and either getting rid of them by doing it himself, or giving the jobs to loyal middleclass or some nobles who were completely loyal and under his control. Louis fought his early wars for defensive purposes— to secure France’s northern border and to remove the Spanish from strategic towns. However, the Sun King pursued many subsequent wars to increase his power and influence. For example, Louis believed that if France had once historically controlled a region, France was justified in winning the region once again. Louis believed, as a divine right ruler, that he had the authority to break truces at will. Consequently, Louis made many enemies out of nearby countries, including Spain, England, and the Netherlands. After Louis won the Campaign in the Franche-Comte region in 1668, Europe was not interested in having France become the preeminent power in Europe. Louis believed that trade would generate wealth and by keeping trade within his own colonies, he could capture the profits that would have been otherwise outside of his control. By reorganizing the administrative and financial aspects of his kingdom and developing trade and manufacturing, he improved the prosperity of his empire. King Louis wanted to increase the taxes of the Third Estate to pay off the debts, which made the peasants even angrier, which will be talked about in the next paragraph. King Louis came into power at the age of 20, and he put most of the financial duties to Turgot, one of the best statesmen. He expelled or executed any Protestants who refused to convert, and the Catholics supported most of his actions. Although he delegated most of the power in France to himself, Louis did acknowledge the power and authority of the Parlement of Paris, which helped to regulate local administration and taxes, but overall, Louis stripped the nobles and aristocracy of most of their powers. Louis XIV long rule gave France the time it needed to transform from a divided nation to a centralized and powerful one.
It is often debated whether or not the reign of King Louis XIV had a positive or negative effect on France. Although there were improvements during his reign in transportation, culture, and national defense, there were far more negative aspects. He depleted the national treasury with his liberal spending on personal luxuries and massive monuments. His extreme fear of the loss of power led to poor decision making, which caused the court to be of lower quality. King Louis XIV’s disastrous rule brought about a series of effects that influenced the French Revolution in the following century.
Politically, Louis was corrupt because of his greed. He fought costly wars--in the high numbers of casualties and monetary encouragement--at the drop of a hat. His country was the most powerful, and was very populous. His armies were large in size at peacetime, and even larger in wartime. Their strength, though, was no match for the failure Louis faced in wars. His wars left France almost bankrupt. He wanted larger borders, went to any extent to get them, but lost all of the three times he tried.
