For terrorist organizations, their motivation almost always aligns with a disagreement between the terrorist group and a government. Terrorist groups attempt to weaken and humiliate governments, produce widespread fear amongst a civilian population with the threat of killing them by some sort of attack. The other part of their overall goal is to disrupt the daily lives of those civilians, ensuring they live in this type of fear. When evaluating the reasons as to why Kata’ib Hezbollah (KH) decided to accept the Iranian regime sponsorship and execute this attack, it was mostly based on the terrorist groups wishes and the Iranian regime to persuade the U.S. Government, KH is strong enough to impose considerable fear and costs, especially if the U.S. continues the pro-western regime changes in the Middle East (Kydd, 2006, Pg. 51). KH and the Iranian government are attempting to use this intimidation factor as a way to convince the population that the group is strong enough to chastise the U.S. government (Kydd, 2006, Pg. 51). Most terrorist groups have less than 50 members as active supporters, cadre and leaders (Matusitz, 2013, Pg. 282). Instead of adopting a top pyramid management style, the KH group is grouped into divisions, which are created around regions and or duties within the organization. As with most horizontal structures they are spread thin, and are usually under the guidance of a few people (Matusitz, 2013, Pg. 282). This type of strategy can also be referred to as strategic differentiation (Matusitz, 2013, Pg. 282). This is where the organization has operating tasks in various regions and areas, which allows the group to be sub-divided into organized cells to function more secretively and out of the range of intelligence agencies (Matusitz, 2013, Pg.
