The year is 1914, and war has broken out across the globe. Canada is currently against Germany. The Canadian government is taking Canadian citizens that are of German or Ukrainian descent and shoving them into internment camps which cut them off from the rest of their world. Internment is the detention or confinement of a person during a time of war. In Canada, such persons were denied certain legal rights, notably habeas corpus, though in certain cases they had the right to appeal their custody. Habeas corpus is a legal action in which detainees may seek relief from unlawful punishment. There is a term that is going around that is referring to the detainees as “enemy aliens”. Over 8000 Germans and Ukrainians are considered enemy aliens at this time, more are being hunted down and taken from their homes. Due to unclean living, disease has begun to spread among the camps affecting detainees with tuberculosis and pneumonia.
This case in particular is very important to all Canadians everywhere because it demonstrated the possibility of racial discrimination to occur till this very day. Even though the Crown was not able to clearly declare whether the people from Roma was what the Neo-Nazis were referring to as “Gypsies”. Also this case provides that even though there was only an accusation towards the Neo-Nazis because of the wilful promotion, the government will take matters into consideration and arrest the people who are suspected of taking part in this situation. In addition, it shows how the government will not tolerate any sort of discrimination or racism against any identifiable and/or minority group.
Since the Confederation of Canada until today, the province of Quebec has always wanted become its own nation by separating from Canada. As a result, Canada’s scariest ever terrorist group, the Front de Libération de Quebec (FLQ), wrote the darkest chapter in Canadian history, The October Crisis. To end the terror, Canadian Prime Minister, Trudeau, was forced to invoke the War Measures Act (WMA) during his term in 1970 which was flawed with disapproval and controversy since it was the first time the Act was used during peacetime. However, despite the criticism, his decision to invoke the War Measures Act was reasonable because of the fear presented by the FLQ, the public and governmental demands, and the end result of the October Crisis.
Historically, Canada has held a world renowned reputation as nation with a magnanimous ideological approach to providing asylum to those individuals subjected to marginalization and persecution in their homeland – regardless of their nation of origin (Ismaili, 2011, p.89 & 92). Indeed, providing sanctuary to refugees who would otherwise experience significant hardships ranging from blatant discrimination and racism to torture and genocide, has very much become an institutionalized aspect of Canadian society. However, recent changes to Canada’s immigration policy delineated in the Immigration and Refugee Protection Act and Bill C-31 may have perhaps put this ideology in peril (Immigration and Refugee Protection Act, 2001).

The War Measures Act was a law passed in 1914 by the Canadian Government in Canada during WWI, amongst many others that the government had passed that allowed the government to take control of communications, establish censorship of transatlantic cables, and organize the militia (Bolotta, Angelo et al. 39). The War Measures Act itself allowed the government to: censor and suppress publications, writing, maps, plans, photographs, communications, and means of communication, arrest, detain, exclude, and deport persons, control harbours, ports, and territorial waters of Canada and the movements of vessels, control the transport of persons and things by land, air, or water control trade, production, and manufacturing, and appropriate and dispose of property and of the use thereof (Bolotta, Angelo et al. 39). It gave the government emergency powers “allowing it to govern by decree” while Canada was in war (War). In World War I (1914-1920), it had been used to imprison those who were of German, Ukrainian, and Slavic decent, and was used in the same way again in WWII (1939-1945) to imprison Japanese-Canadians, and to seize all of their belongings. They were then relocated into internment camps and concentration camps (Bolotta, Angelo et al. 171). Both times, those that were persecuted did not have the right to object (War). Those these laws had been created for the purpose of protecting Canadians from threats or wars for security, defense, peace order and welfare of Canada it instead greatly limited the rights and freedoms of Canadian citizens and debasing immigrants of enemy countries both in WWI and WWII (Bolotta, Angelo et. Al 39).
What were the Japanese internment camps some might ask. The camps were caused by the attack of Pearl Harbor in 1942 by Japan. President Roosevelt signed a form to send all the Japanese into internment camps.(1) All the Japanese living along the coast were moved to other states like California, Idaho, Utah, Arkansas, Colorado, Wyoming and Arizona. The camps were located away from Japan and isolated so if a spy tried to communicate, word wouldn't get out. The camps were unfair to the Japanese but the US were trying to be cautious. Many even more than 66% or 2/3 of the Japanese-Americans sent to the internment camps in April of 1942 were born in the United States and many had never been to Japan. Their only crime was that they had Japanese ancestors and they were suspected of being spies to their homeland of Japan. Japanese-American World War I veterans that served for the United States were also sent to the internment camps.(2)

As well, I intend to prove what I have stated in my thesis statement: After the bombing of Pearl Harbour, the Japanese in Canada were wronged by being torn from their homes to be put into internment camps to serve Canadians through hard labour.

Twenty years after the First World War, humanity was, yet again, plagued with more hostility. September 1st, 1939 marked the start of World War II, this time, with new players on the board. Waves of fear and paranoia rippled throughout the United States, shaking its’ very foundation of liberty and justice for all. The waves powerfully crashed onto a single ethnic group, the Japanese-Americans, who had their rights and respect pulled away from them. They were seen as traitors and enemies in their own country, and were thrown into prison camps because of it. This event marks one of the absolute lowest points in United States history and has changed the course of the country as a whole.
After the Japanese attacked Pearl Harbor in December 1941, the United States was filled with panic. Along the Pacific coast of the U.S., where residents feared more Japanese attacks on their cities, homes, and businesses, this feeling was especially great. During the time preceding World War II, there were approximately 112,000 persons of Japanese descent living in California, Arizona, and coastal Oregon and Washington. These immigrants traveled to American hoping to be free, acquire jobs, and for some a chance to start a new life. Some immigrants worked in mines, others helped to develop the United States Railroad, many were fishermen, farmers, and some agricultural laborers.
“Everybody lost something, and many people lost everything.” George Robinson. During World War Two, the United States banished the Japanese Americans to internment camps. Internment camps were the less extreme versions of concentration camps that Hitler had built in Europe. The struggle for the Japanese Americans was divided into the stages of evacuation, the camps, and life afterwards.
Japanese-American internment camps were a dark time in America’s history, often compared to the concentration camps in Germany (Hane, 572). The internment camps were essentially prisons in which all Japanese-Americans living on the west coast were forced to live during World War II after the bombing of Pearl Harbor Naval base in Hawaii. They were located in inland western states due to the mass hysteria that Japanese-Americans were conspiring with Japan to invade and/or attack the United States. At the time the general consensus was that these camps were a good way to protect the country, but after the war many realized that the camps were not the best option. Textbooks did not usually mention the internment camps at all, as it is not a subject most Americans want to talk about, much less remember. Recently more textbooks and historians talk about the camps, even life inside them. Some Japanese-Americans say that their experiences after being released from the internment camps were not as negative as most people may think. Although the Japanese-American internment camps were brutal to go through, in the long run it led to Japanese-Americans’ movement from the west coast and their upward movement in society through opportunities found in a new urban environment such as Chicago and St. Louis.
The unjust punishment of citizens that was allowed by the War Measures Act was iniquitous. When it was used in World War One, World War Two and the October Crisis, it led to the unjust punishment of Canadians by causing the internment of “enemy aliens” as well as the forced to registration with the government. In World War One, Canada had been in war with Germany, Austria, Hungary and Ukraine therefore immigration from there was suspended and people from there were considered “enemy aliens” and were interned. ...meframes and being subjected to arbitrary detention. Even after coming to Canada, the refugees must suffer under the healthcare system and fight for necessary medications. Canada is not doing all it can to help those who are in most need. The mass majority of the population of Canada does not understand the current laws in place regarding the refugees. These unfair, unreasonable and morally unaccepting laws must change to better the society of Canada. It is a country internationally known to be a peacekeeper, a friend, and a nation of many nationalities; called a mosaic for its accepting culture and diversity. Therefore, this cruel, discriminatory and immoral way of treating the refugees of the world is a disgrace and dishonour for the nation of Canada. Canada must improve to live up to the expectations of other countries and keep the dignity and pride of the nation.
