How to Help Animal Euthanizing in Shelters

According to the human society of the United States, there are more than 6-8 million animals checked into shelters each year. Out of this 6-8 million, 3-4 million of these animals are euthanized due to the over population of animals.
Animal euthanizing in shelters need to come to an end. Shelters are there to help people find their lost pets or give lost pets a new loving home, not to kill healthy animals that still have life left. A few ways to help end this is to make it a law to have animals spayed or neutered, to tax citizens to help fund shelters, or to have no cage shelters that are funded by fund raisers.
Animals euthanized in shelters due to over population, are not always sickly or aggressive. Millions of healthy animals are killed for no reason except that there is not enough room for them or they cannot afford to take care of them. In the past 40 years America has dropped the percentage of animals being euthanized from 25% to 3%. With a little more effort, animal euthanizing of healthy animals can absent in the next few years.
Making it a law to have animals spayed or neutered is somewhat of an easy fix. When a cat or dog comes into a vet’s office to get their shots, like all require, the vet can keep said animal and fix them themselves. All these procedures need to be paid for however, so in order for owners to get their pets back they must pay the costs of the operation. If all cats and dogs are fixed however, this would come to an end of all dogs and cats. So to keep the animals regulated but not extinct, only certified breeders could have animals that are not spayed or neutered. This would work to an extent, but people would try and get around it and just not take pets to vets, leading to more sickly animals. And...
