The United States Founding Fathers compromised a new form of government to create an organized and functional society for the future generations of America. The British’s monarchy proved to be unsatisfactory to the colonists, and they wanted to create an advanced authority that would help America through all the stages the country would endure. The Americans after obtaining independence from England needed to establish a form of government. Before the war had ended, the Second Congress of the Confederation called for the drafting of a new government in order to govern this new country, which the Articles of Confederation established. The Articles of Confederation built a government solely based off republican ideals, such as civic virtue, the idea that the states and the people will make sacrifices to the common good in order to benefit everybody. Relying on civic virtue did not pull through as successful for the young country. The Articles of Confederation shone through as successful in organizing and establishing states in the Old Northwest, spreading republican ideals; however, the success of the Articles of Confederation was trumped by its failures. The Articles of Confederation failed to provide a new and young United States with an effective government in its inability to collect tax revenue to pay debts, controlling the mobocratic uprising of upset factions, and dealing with foreign policies; additionally, the failure of the Articles of Confederation revealed the inefficiency and failure of republicanism.
The year of 1776 was a time of revolution, independence, and patriotism. American colonists had severed their umbilical cord to the Mother Country and declared themselves “Free and Independent States”.1 The chains of monarchy had been thrown off and a new government was formed. Shying away from a totalitarian government, the Second Continental Congress drafted a document called the Articles of Confederation which established a loose union of the states. It was an attempt at self-government that ended in failure. The Articles of Confederation had many defects which included a weak central government that lacked the power to tax, regulate trade, required equal representation and a unanimous vote to amend the Articles, and had only a legislative branch. As a result the United States lacked respect from foreign countries. These flaws were so severe that a new government had to be drafted and as a result the Constitution was born. This document remedied the weak points of the federal government and created one that was strong and fair, yet still governed by the people.
First our country had to fight as one for the right to be free from Britain’s hold on the American people. After the victorious battle against Britain, the American people wanted their own system of government, but did not want the government to hold too much power. John Locke was an English philosopher who lived during 1632-1704. In political theory he was equally influential. Contradicting Hobbes, Locke maintained that the original state of nature was happy and characterized by reason and tolerance; all human beings were equal and free to pursue "life, health, liberty, and possessions." The state formed by the social contract was guided by the natural law, which guaranteed those inalienable rights. He set down the policy of checks and balances later followed in the U.S. Constitution; formulated the doctrine that revolution in some circumstances is not only a right but an obligation; and argued for broad religious freedom.
1. First of all, John Locke reminds the reader from where the right of political power comes from. He expands the idea by saying, “we must consider what estate all men are naturally in, and that is, a state of perfect freedom to order their actions, and dispose of their possessions and persons as they think fit.” Locke believes in equality among all people. Since every creature on earth was created by God, no one has advantages over another. He makes a strong suggestion by saying, “that creatures of the same species and rank, should also be equal one amongst another, without subordination or subjection, unless the lord and master of them all should, by any manifest declaration of his will, set one above another, and confer on him, by an evident and clear appointment, an undoubted right to dominion and sovereignty.” For people to confirm the state of Nature, a law is set that obliges people to follow and consult it. The Law of Nature brings many things that need to be followed by each person. Locke describes the law’s consequences if not obeyed by saying, “the execution of the law of Nature is in that state put into every man’s hands, whereby every one has a right to punish the transgressors of that law to such a degree as may hinder its violation.” Every law is fair and equal to every person. As you have equal rights, you may also be punished equally if you don’t obey it.
“We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty, and the pursuit of Happiness” (“Declaration”). These words, spoken by a wise and prominent man by the name of Thomas Jefferson, were greatly influenced by the Enlightenment’s most profound philosopher, John Locke. Since the beginning of Enlightenment to the 21st century, Locke’s ideas have been behind countless innovators, philosophers, and politicians; including our very own Founding Fathers. From being an enlightened philosopher to creating bold, new ideas, John Locke is the single most influential person in history because he helped establish the basis of modern philosophical empiricism, he was a staunch defender of the power of the people, and he contributed in the social shift into Enlightenment. In due to his superlative philosophies, John Locke successfully illuminated the corrupted 16th century and made way to a world revolved around the radical ideas of Enlightenment.
By the late eighteenth century, America found itself independent from England; which was a welcomed change, but also brought with it, its own set of challenges. The newly formed National Government was acting under the Articles of Confederation, which established a “firm league of friendship” between the states, but did not give adequate power to run the country. To ensure the young nation could continue independently, Congress called for a Federal Convention to convene in Philadelphia to address the deficiencies in the Articles of Confederation. While the Congress only authorized the convention to revise and amend the Articles the delegates quickly set out to develop a whole new Constitution for the country. Unlike the Articles of Confederation, the new Constitution called for a national Executive, which was strongly debated by the delegates. There were forces on both sides of the issue trying to shape the office to meet their ideology. The Federalists, who sought a strong central government, favored a strong National Executive which they believed would ensure the country’s safety from both internal and external threats. The Anti Federalists preferred to have more power in the hands of the states, and therefore tried to weaken the national Executive. Throughout the convention and even after, during the ratification debates, there was a fear, by some, that the newly created office of the president would be too powerful and lean too much toward monarchy.
During the construction of the new Constitution, many of the most prominent and experienced political members of America’s society provided a framework on the future of the new country; they had in mind, because of the failures of the Articles of Confederation, a new kind of government where the national or Federal government would be the sovereign power, not the states. Because of the increased power of the national government over the individual states, many Americans feared it would hinder their ability to exercise their individual freedoms. Assuring the people, both Alexander Hamilton and James Madison insisted the new government under the constitution was “an expression of freedom, not its enemy,” declaring “the Constitution made political tyranny almost impossible.” (Foner, pg. 227) The checks and balances introduced under the new and more powerful national government would not allow the tyranny caused by a king under the Parliament system in Britain. They insisted that in order achieve a greater amount of freedom, a national government was needed to avoid the civil unrest during the system under the Articles of Confederation. Claiming that the new national government would be a “perfect balance between liberty and power,” it would avoid the disruption that liberty [civil unrest] and power [king’s abuse of power in England] caused. The “lackluster leadership” of the critics of the new constitution claimed that a large land area such as America could not work for such a diverse nation.

Locke’s view on property is one of the most fundamental and yet debated aspects of his works within his respective view on politics. The American Revolution stirred political unity and motivated the need for change in the nation. Because many Americans fought for a more balanced government in the Revolutionary War, they initially created a weak national government that hampered the country's growth and expansion. In the Letter from Abigail Adams to Thomas Jefferson, Mrs. Adams complained about the inadequacy of power that the American government had to regulate domestic affairs. The Articles of Confederation was created to be weak because many had feared a similar governing experience that they had just eliminated with Britain. The alliance of states united the 13 local governments but lacked power to deal with important issues or to regulate diplomatic affairs. Congress did not have the power to tax, regulate trade, or draft people for war. This put the American citizens at stake because States had the power to refuse requests for taxes and troops (Document G). The weakened national government could not do anything about uprisings or small-scale protests because it did not have the power to put together an army. The deficiencies of the confederation government inspired the drafting of the American Constitution. The document itself embodied the principle of a national government prepared to deal with the nation's problems. After breaking free from the British tyranny in 1776, America was built on the principles of independence and freedom. In the wake of this massive authoritative usurpation, there were two primary views of how the new American government should function. Whereas part of the nation believed that a strong, central government would be the most beneficial for the preservation of the Union, others saw a Confederation of sovereign state governments as an option more supportive of the liberties American’s fought so hard for in the Revolution.
