The difficulties of any police administration are always going to be based on citizen expectations. However, a great citizen expectation should be the goal of every officer in the field. At times officers will become disgruntled because of situations or things that happen at work. These officers should be recognized by the command staff or supervisor and dealt with immediately. Everyone has downtimes or crisis that can affect their job performance. Sometimes just being heard or a change in job assignment may address the problem. Other times additional actions must be taken. The first factor most citizens complain about the most are immediate availability or a rapid response. I mention before, I cannot count how many times I have heard the statements “Where were you five minutes ago?” or “Why are there no police around when you need them?” While this a is true concern in a few cases most these events really did not require a rapid response (blue lights, and sirens). While sure they like to know where we were at five minutes ago; they regret when the see those blue lights in the rear-view mirror. High visibility is a factor most citizens want in their community, but not always the way the police administrators think. Studies suggest that high community policing visibility outweighs the high visibility of a traffic stop. Not only that, but a larger amount of traffic enforcement in a community can create negative tension between the public and the police department (Salmt, Voeten, & Keskinen, 2000). Additionally, some departments are placing units on uncommitted patrol time which will give officers the opportunity to respond to high priority calls quicker and even give them a chance to just talk to business owner and people in the community (Hoover,
