"Freedom from fear" is one of the hardest things to achieve as a human being. It means that you aren't afraid to achieve greatness and nothing stands in your way that could prevent you from doing those things. When you're a country, it means that you have the reassurance that your people and your country's well being are not in jeopardy. You don't live in fear.
