I think public officials should never lie and that they should always tell real facts. It is important to consider the context for sharing “truths”, there may be times when sharing the truth or withholding it, may be a matter of legal affairs. But that does not mean that they have a special place that allows to behave in a way that is unethical. Unfortunately, what is ethical or unethical seems to be have been forgotten by some people in government. The case of the Fort Lee bridge lane closure scandal comes to mind.
Shafritz, Russell & Borick (2016) mention that honor is at the core of ethics and that integrity and honesty are basis for honor. A public official that shows integrity and honesty will conduct administrative affairs truthfully.
