The federal government has over time become strict on the regulation of food and food safety. With that being said, this is an improvement on how these agencies or departments are improving our everyday lives. The Food and Drug Administration, U.S. Department of Agriculture, Environmental Protection Agency, and Centers for Disease Control and Prevention all take part within food regulation and food safety. The United States Department of Agriculture (USDA) created a program called, Supplemental Nutrition Assistance Program (SNAP). This program was first thought of and put into action in 1939. This act later became permanent and passed as an actual act in 1964 (2). This act was created to provide food to people all around the United States who are not in the right stand point to be able to purchase any foods themselves. Supplemental Nutrition Assistance Program (SNAP), is one of the largest programs like this in the United States and is such a good source for the food industry when there are food purchases being made. This program is a huge support system to many families, but also to other older people with disabilities who just may not be able get their usual food needs, and that is when they are given the opportunity to use the program. If given the opportunity to participate with this Supplemental Nutrition Assistance Program (SNAP), the United States Department of Agriculture (USDA), supports the individual or family and really presents the idea of working and becoming employed. Everyone of these are encouraging healthy eating habits and discussing different food regulations in some way. The Healthy and Hunger Free Kids Act, was put into place by the United States Department of Agriculture. The Hunger Free Kids Act, was presented in 2010, However was first proposed as the Child Nutrition and WIC reauthorization act in 2004 (4). The reason for the change was because it wanted to be presented as a growing problem for all kids not only in small children. This program is intended for school programs to be able to use and take advantage of. A controversy that takes place with this act is bridging the gap between summer and hunger. Bridging the gap between summer and hunger, is a solution to many children’s or even adult’s problems. For example, during the summer many people are not on a usual daily schedule that they are used to, and tend to stray from healthy eating habits. Therefore, the summer nutrition program was created to help benefit the kids. The summer nutrition program is not only there for nutritional needs, but also there for educating the children still as well even throughout the summer and if their parents are working. The Hunger Free Kids Act, is a way for the the school to get involved and for them to set rules and future nutrition standards and goals that they wish to achieve. With more and more people becoming unemployed and applying for the Supplemental Nutrition Assistance Program (SNAP), it is imperative that we understand the benefits as well as problems this causes. Even while researching this topic and talking to some of my family and friends about it, it surprised me the amount of those who do not understand food stamps. Coming from the SNAP website, “Food stamps offer nutritional assistance to millions of eligible low-income individuals and families and provides economic benefits to communities” (United States). This program helps millions of people per year and gives upwards of $75 billion and rising. With the prices of food increasing due to inflation, beneficiaries are receiving around $400 at most per month. Using the Electronic benefit transfer systems (EBT), beneficiaries can buy goods from a grocery store using a credit-card like transaction, which takes the money off of their card. The benefits are received monthly on a specific date and vary in amounts from person to person. One family may receive $300 per month because they have three kids and need the extra money, while another may receive $100 or less depending on financial status. The application process includes completing and filing an application form, being interviewed, and verifying facts crucial to determining eligibility. In the past, these applications did not require a drug screening to get benefits, but more and more states are adopting this. There are many drawbacks to SNAP as well such as taking money from working people’s paychecks every week and people abusing the system. SNAP was created to provide a way that low-income families can afford food and be adequately nourished. Also, in a utilitarianism perspective, SNAP is offered to all people as long as they can meet the eligibility requirements of the program. This ensures that the program is open to all people and that all have a fair chance at obtaining if they meet the requirements. The Food Safety Modernization Act strives to make sure that the U.S. food supply is safe by redirecting the efforts of federal regulators from responding to contamination, to preventing it. There are four main elements of the Act. The first element provides new FDA controls over imported foods and six hundred foreign facility inspections (Levitt, 2011). The amount of inspections is proposed to double every year for five years. Under the Food Safety Modernization Act, new fees will be issued to food companies. Food companies will be required to have export certificates. Other fees will be associated with importation of foods (Levitt, 2011). However, the new act will allow for a fast lane for imports for those companies that subject themselves to more intense inspection and participate in the qualified importer program. Overall, the act will provide the FDA with more enforcement powers (Levitt, 2011). Power will come in the form of increased inspections of both domestic and foreign facilities and mandatory recalls if the FDA suspects a food, drug, or beverage may be tainted. The 1906 Act was passed due to a culmination of bills passed that were focused on severe abuses in the consumer market. Laws and guidelines were created by the FDA to monitor food safety. The FDA most definitely has the important task to assure U.S. citizens the availability of safe food and drugs. This importance was realized by the men that worked toward moving it into legislation. RM: I agree that food safety is important. However, as I have stated before it is the market that should promote food safety not government regulations and legal liabilities. This will promote a free society and economy. The free market will ultimately protect the consumer’s interest out of the companies’ interest to sell their goods to a wider verity of people. According to McFadden and Stefanou (2016), there are several examples where the free market is working in favor of higher quality foods.

There tends to be no stigma attached and it is services that all categories of people. As recently announced lunch will be free for every child in NYC public schools regardless of income. Prior to this school year some families had to pay for lunch depending on income. Additionally for the children that did qualify for the free lunch sometimes skipped out of not eating for fear of bullying or the stigma that comes along with subsidized school meals. This universal lunch program will meet the universal needs of children. Universal welfare are services that do not require children or families to meet specific eligibility criteria.
