After 3 months in solitary confinement, Alvin was ready to get out of that six by eight foot cell. He was tired of his maggot infested lunch. He only sees daylight for the thirty seconds that the guard opens his door to deliver him his lunch. He kept track of the days he has been in solitary by counting the times that the guard delivered his lunch. Today was the thirtieth visit. Officer Thomas knocked on Alvin’s cell. “Get up Boy!” said Officer Thomas. Officer Thomas told Alvin that he had some bad news. He said that Alvin had to stay in solitary confinement because there was no more room in the prison. Overpopulation of prisons is a growing issue in the United States.
My solution to fix prison overpopulation is to send all inmates with violent charges to engage in combat overseas. I know that building more prisons would probably seem like a logical

Former offenders commit crimes at higher rates than the general population, so in combination with technical parole violations, many ex-offenders recidivate and return to prison within the few years of release. As of 1994, more than two-thirds of state prisoners were rearrested for one or more serious crimes within three yean of release. Almost half of those released returned to prison during that time frame for parole violations or new convictions (Langan & Levin, 2002). He fears their presence because he knows that if he is caught he will be sent to one of the many overpopulated prisons in America. There he will struggle with doing everyday tasks due to the enormous numbers located within the prison walls. Prison overpopulation should be an utmost priority on every individuals concerns due to the fact that with this massive increase it negatively affects our legal, social, and economic environment.
Prisons and correctional facilities in the United States have changed from rehabilitating people to housing inmates and creating breeding grounds for more violence. Many local, state, and federal prisons and correctional facilities are becoming more and more overcrowded each year. If the Department of Corrections (DOC) wants to stop having repeat offenders and decrease the volume of inmates entering the criminal justice system, current regulations and programs need to undergo alteration. Actions pushed by attorneys and judges, in conjunction current prison life (including solitary confinement), have intertwined to result in mass incarceration. However, prisoner reentry programs haven’t fully impacted positively to help the inmate assimilate back into society. These alterations can help save the Department of Corrections (DOC) money, decrease the inmate population, and most of all, help rehabilitate them. After inmates are charged with a crime, they go through the judicial system (Due Process) and meet with the prosecutor to discuss sentencing.
The overpopulation in the prison system in America has been an on going problem in the United States for the past two decades. Not only does it effect the American people who are also the tax payers to fund all of the convicts in prisons and jails, but it also effects the prisoners themselves. Family members of the prisoners also come into effect. Overpopulation in prison cause a horrible chain reaction that causes nothing but suffering and problems for a whole bunch people. The number of Americans that are in prison has elevated to levels that have never been seen before. Prisons in the US have always been crowded ever since the first prison was invented (Jacobs and Angelos 101). The first prison in the US was the Walnut Street Jail that was built in Philadelphia in 1773, and later closed in the 1830’s due to overcrowding and dirty conditions (Jacobs and Angelos 101). The prison system in modern US history has faced many downfalls due to prison overcrowding. Many private prison owners argue that the more inmates in a prison the more money they could make. Today, half of state prisoners are serving time for nonviolent crimes. Over half of federal prisoners are serving time for drug crimes. Mass incarceration seems to be extremely expensive and a waste of money. It is believed to be a massive failure. Increased punishments and jailing have been declining in effectiveness for more than thirty years. Violent crime rates fell by more than fifty percent between 1991 and 2013, while property crime declined by forty-six percent, according to FBI statistics. Yet between 1990 and 2009, the prison population in the U.S. more than doubled, jumping from 771,243 to over 1.6 million (Nadia Prupis, 2015). While jailing may have at first had a positive result on the crime rate, it has reached a point of being less and less worth all the effort. Income growth and an aging population each had a greater effect on the decline in national crime rates than jailing. Mass incarceration and tough-on-crime policies have had huge social and money-related consequences--from its eighty billion dollars per-year price tag to its many societal costs, including an increased risk of recidivism due to barbarous conditions in prison and a lack of after-release reintegration opportunities. The United States of America doesn’t necessarily possess any unique strict laws in comparison to other countries of the world, yet we still have the highest incarceration rate in the world. Overcrowding in our state and federal jails today has become a big issue. Back in the 20th century, prison rates in the U.S were fairly low. During the years later due to economic and political factors, that rate began to rise. According to the Bureau of justice statistics, the amount of people in prison went from 139 per 100,000 inmates to 502 per 100,000 inmates from 1980 to 2009. That is nearly 261%. Over 2.1 million Americans are incarcerated and 7.2 million are either incarcerated or under parole. According to these statistics, the U.S has 25% of the world’s prisoners. (Rick Wilson pg.1) Our prison systems simply have too many people. To try and help fix this problem, there needs to be shorter sentences for smaller crimes. Based on the many people in jail at the moment, funding for prison has dropped tremendously.
According to the Bureau of Justice Statistics, in the year 1980 we had approximately 501,900 persons incarcerated across the United States. By the year 2000, that figure has jumped to over 2,014,000 prisoners. The current level of incarceration represents the continuation of a 25-year escalation of the nation's prison and jail population beginning in 1973. Currently the U.S. rate of 672 per 100,000 is second only to Russia, and represents a level of incarceration that is 6-10 times that of most industrialized nations. The rise in prison population in recent years is particularly remarkable given that crime rates have been falling nationally since 1992. With less crime, one might assume that fewer people would be sentenced to prison. This trend has been overridden by the increasing impact of lengthy mandatory sentencing policies.
The “Tough on Crime” and “War on Drugs” policies of the 1970s – 1980s have caused an over populated prison system where incarceration is policy and assistance for prevention was placed on the back burner. As of 2005, a little fewer than 2,000 prisoners are being released every day. These individuals have not gone through treatment or been properly assisted in reentering society. This has caused individuals to reenter the prison system after only a year of being release and this problem will not go away, but will get worst if current thinking does not change. This change must be bigger than putting in place some under funded programs that do not provide support. As the current cost of incarceration is around $30,000 a year per inmate, change to the system/procedure must prevent recidivism and the current problem of over-crowed prisons.
In today's society, we are facing many changes. Our own family, neighbors, and countrymen are afraid of many dangers which influence their lives. Although many people have fear which resonates in their consciousness and unconsciousness, the United States has a comparatively low crime rate. Despite this low crime rate, America incarcerates it's citizens five times the rate of Canada and seven times that of most European democracies.(Slambrouck, Paul. 24) Our society needs to be changed. We cannot blame the individuals involved in wrongdoing but we can blame our society who raised these criminals. Of course someone who kills another human being needs to be put away in some form; but we need to make changes. We need to help as many maladjusted people as we can. There are some steps which really seem to work. There are many prison inmates who come from broken homes and have low self-esteem. What needs to be done to help these insecure people, who are at war with themselves and society, is to rehabilitate them. The problem is the prison officials do not try to teach the prisoners how to learn from their mistakes.(McGovern, Celeste. 42) What actually happens is that criminals tend to be better thefts, and have the ability to out smart the police. Our politicians need to stress how important vocational, educational, drug-treatment, and religious programs are, in order to improve the attitude and demeanor of these convicted felons. This is the only way to keep ex-con's from jail.(DeLuca, H.R. 38) Another problem with America's prison system is overcrowding. America is often described as the land of the free, yet to the thousands of inmates that sit in prison this is a luxury they may never experience again. While common sense says that prisons are a necessary part of the world, America’s prison system has been neglected for far too long. Many prisons are on the brink collapsing and the living conditions of the inmate’s borderline on inhumane. In addition America has one of the largest prison systems in the world, and it shows as many prisons are bursting at the seams. As the government struggles to pay the deficient, often the prison system is the last thing on anyone’s mind as money is so tight. Still there must be something that can be done to improve the safety of not only the inmates, but
America locks up five times more of its' population than any other nation in the world. Due to prison overcrowding, prisoners are currently sleeping on floors, in tents, in converted broom closets and gymnasiums, or even in double or triple bunks in cells, which were designed for one inmate. Why is this happening? The U.S. Judicial System has become so succumbed to the ideal that Imprisonment is the most visibly form of punishment. The current structure of this system is failing terribly. To take people, strip them of their possessions and privacy, expose them to violence on a daily basis, restrict their quality of life to a 5x7ft cell, and deprive them of any meaning to live. This scenario is a standard form of punishment for violent offenders, although not suitable for nonviolent offenders.
With the substantial increase in prison population and various changes that plague correctional institutions, government agencies are finding that what was once considered a difficult task to provide educational programs, inmate security and rehabilitation programs are now impossible to accomplish. From state to state, each correctional organization is coupled with financial problems that have depleted the resources to assist in providing the quality of care in which the judicial system demands from these state and federal prisons. Judges, victims, and prosecuting attorneys entrust that once an offender is turned over to the correctional system, that the offender will receive the punishment imposed by the court, be given services that aid in the rehabilitation of those offenders that one day will be released back into society, and to act as a deterrent to other criminals contemplating criminal acts that could result in their incarceration. Has our nation’s correctional system finally reached it’s critical collapse, and as a result placed American citizens in harm’s way to what could result in a plethora of early releases of inmates to reduce the large prison populations in which independent facilities are no longer able to manage? Could these problems ultimately result in a drastic increase in person and property crimes in which even our own law enforcement is ineffective in controlling these colossal increases in crime against society?
The United States leads the world with more than 2.3 million people incarcerated. The American war on crime has created a rise in prison population measuring the largest in the world. The “tough on crime”, “crack down on crime” and the “zero tolerance” policies all refer to policies that encourage punishment as a response to crime. The effects of these policies are filling our prisons and detention facilities at an alarming rate. The growth in prison population is largely due to tougher state and federal sentencing imposed since the mid-1980s. Results from the National Adult Literacy Survey (NALS) suggest that prisoners are more likely to have literacy difficulties than the general population. The relationship between the prison population and literacy is prevalent.
All over America, crime is on the rise. Every day, every minute, and even every second someone will commit a crime. Now, I invite you to consider that a crime is taking place as you read this paper. Crime is a major social problem in the United States. While the correctional system was designed to protect society from offenders it also serves two specific functions. First it can serve as a tool for punishing the offender. This involves making the offender pay for his/her crime while serving time in a correctional facility. On the other hand it can serve as a place to rehabilitate the offender as preparation to be successful as they renter society. The U.S correctional system is a quite controversial subject that leads to questions such as how does our correctional system punish offenders? How does our correctional system rehabilitate offenders? Which method is more effective in reducing crime punishment or rehabilitation? Our correctional system has several ways to punish and rehabilitate offenders.
