Decentralization is referring to the distribution of authority from center to regional, District level, local government bodies/institutions. The diffusion of power/authority of decision making to the ground lower level also include Non state intuition like INGOS ,Civil society and private companies stakeholders etc This means that center government is not the only sole organizer, financer and provider of services, but other stakeholders Non Government Organization , citizens play very important role to influence the quality and type of service being offered and provided. Decentralization is important in human sustainable development. It can be helpful means of achieving and improved access to services and employment, increasing participation of citizen in decisions which affecting their lives, and improved government responsiveness. There are basically three main Type of decentralization. Political decentralization Transfer of political authority in political decentralization the central government transfers decision-making power to regional level to give citizen more voice in public decision making give more power to the people who are elected by citizen in ground level. A decentralized political authority is very much required to raise concern and mobilize popular public opinion practically. This dimension derives a political analysis from the whole debate and make way forward towards an appropriate justification. Administrative decentralization. Transfer of functional responsibilities it is very hard to make decision for every part of the country from the center. Center government do not have detailed knowledge of local needs it is very important to give decision making right to the local people local bodies. Decentralization policies should be apply in Pakistan and developed local people according to their own need and experiences. Decentralization of power at local level provide batter social and civil services and it is also very helpful to strong the democracy at grassroots level. Local government should have the right to collect revenue and distribute it effectively for locally development project and central government should chick transparency at local and district level. The effective and free lower judiciary is very important in decentralization it is provide cheep and immediate justice at local level. We can conclude that politics are the driving force behind decentralization in Pakistan.
