Visitor perceptions related to parking areas vary according to the nature of the area. It is difficult to park in an urban area. This is even more challenging when there is no place to park or if the place is notably small. In a survey conducted in Southern California, respondents stated that they would pay a visit to a beach 17.18 days additionally per year averagely if parking is made easier. Results display that respondents would visit 34.38 days often annually if it halved time to reach the beach. This comes up with the fact that beaches with limited access gain fewer visitations than the opposite. It had been discovered that visitation will increase when beach access improved even if tourists had to bear the expense for extra access. It seems that visitors who return to a tourist destination display significant higher satisfaction upon the site than visitors who arrived for the first time. During the time off, beach visitors usually expect to rest. Tranquility and affinity to the nature were also expected. So it is apparent that long established “sea, sun, sand” beach model is still valid even though parking is inadequate. Due to this Coastal Zone Management Plan was introduced by the Coast Conservation Department with the intention of promoting the sustainable use of coastal resources in 1990.In 1996, Special Area Management Plan was proposed to Hikkaduwa. But implementation of this plan was not so successful. Conflicts among the management of coastal resources led to the unplanned development. To mitigate this problem several plans were introduced. Future for Ruhuna 1995, Tourism Master Plan for Hikkaduwa 1963,Special Area Management Plan for Hikkaduwa 1996,Jica Plan 1997, Ruhuna Development Strategy 1998, National Tourism Master Plan 1993, Coast Conservation Act 1980,South West Coast Tourism and Community Infrastructure Strategy , The UDA plans 1988 and 982, National Physical Plan were such efforts taken by Coast administrators. To ensure the Safety of people, constructions at the first 100m was restricted by both CEA and Forest Department. Constructions at the next 200m is allowed at a restricted degree .But this is fails at the implementation level because 80% of tourism activities prevail within this 300m zone. Local Communities were also against this decision. Again to prevent constructions in the restricted zone, CCD brought a permit system.
