I want to discuss my views on the Animal Welfare Accountability and Transparency Act.[Privately Rep.Blumenauer in supporting this bill.] I am writing this letter in support of his decision of introducing the bill, [Because I strongly believe that companies should be recording everything that they are doing to this animals to the USDA.] I believe that companies defiantly do not always keep facilities to the health standards. "The Case For Animal Rights" written by Tom Regan, promotes the equal treatment of humans and non-humans. I agree with Regan's view, as he suggests that humans and animals alike, share the experience of life, and thus share equal, inherent value.

Animal welfare is a term that came into use after the federal Animal Welfare Act passed in 1966. The term is used by research compliance inspectors employed by the government, by those who work in shelters, and by veterinarians and scientists employed by companies, hospitals, and universities that perform animal research, all of whom are charged with ensuring that detailed regulations are followed when using animals in research. People who promote animal welfare believe in the controlled use of animals in research under the strict guidelines of the Animal Welfare Act and its numerous amendments. Proactive animal welfare advocates also adopt the same high standards for the use of rats, mice, and birds in research, which are not presently included in the Animal Welfare Act as currently amended.
America’s habitual complacency coexists with its lack of inquisitiveness. People used to know where their food came from because they asked. They knew the country, state, and most likely the farm as well. Currently, society is so far removed from the entire food process that their knowledge of its origin is limited to the grocery store it came from. This disconnection not only creates a lack of appreciation for the source, but a lack of interest in conditions, treatment, and final product too. People’s common “ignorance is bliss” attitude has led to animals’ torturous inhumane treatment, slaughter, and conditions. They are also pumped full of a plethora of preemptive drugs intended to sustain their lives without a physician’s attention.

In the 1970s the question of animal rights became a major social issue that more people started to take notice and action in. This discovery of the cruelty these animals go through, lead animal cruelty to become a serious issue in our world today. To understand how animals could be treated so unjustly one would need to know that many believed that animals could not feel pain. However, animals can feel pain just like humans can and using them for experimentation causes them extreme pain. “Each year, more than 100 million animals are killed in the U.S. laboratories for biology lessons, medical training, curiosity-driven experimentation, and chemical, drug, food, and cosmetics” (Peta 1). With countries having inadequate regulations to protect animal’s rights the chances of that number dropping are slim to none.
2. There have been people who cared about animal rights in the past. In the 18th century, there were writers and poets that displayed their feelings on that topic in their works. One of them, Jeremy Bentham, one said,

Most of the world's population might think that animal cruelty is only found in homes and on the street, but they forget about the other forms of animal abuse that affect the food industry. America focuses heavily on its livestock and crops earning us a major role in global trade as a farming nation. Unfortunately this has led to some poor choices in treatment of our animals. Many farmers who believe in animal rights say that it started back when farmers only tended to fewer animals, “Ownership of farm animals became concentrated in fewer hands, and flocks and herds grew larger. As a result, the individuality of animals was lost to their owners and they began receding from most people's everyday life” (Namit 29). When people lost their connection to the animals that provided their food, the quality of the animal's lives began to dramatically decrease. Consumers constantly pushed farmers to their limits with high quotas. Animal welfare is a fairly recent, yet troubling argument in society. This subject is a strong argument on a variety of opinions. Animal welfare has become a major issue and has grown internationally. The human concern and the safety and rights of animals is the meaning of the concept of animal welfare. Through decades of animal welfare, people fight to prevent the action of animal cruelty and bring help towards animal rights.
