NIMS or AVSEC Airport emergency management programs are required by federal regulations. These programs are needed to respond to a variety of situations that may arise at the airport. According to FEMA (2008),” Incidents can include acts of terrorism, wildland and urban fires, floods, hazardous material spills, nuclear accidents, aircraft accidents, earthquakes, hurricanes, tornadoes, tropical storms, war-related disasters, public health and medical emergencies, and other incidents requiring an emergency response.” A thorough development of an Airport Emergency Plan (AEP) is needed to respond to these incidents while using the National Incident Management System (NIMS).

According to FEMA (2008, pp. 97), “The Operations Section is responsible for managing operations directed toward reducing the immediate hazard at the incident site, saving lives and property, establishing situation control, and restoring normal conditions.” During the standup of the operations section in response to an incident, individual resources may need to be formed into smaller teams, and upon incident escalation, divvied out to different divisions within the operational branch for a more focused response (FEMA, …show more content…

This section is responsible for all support needs for the incident that can include, “ordering resources and providing facilities, transportation, supplies, equipment maintenance and fuel, food service, communications, and medical services for incident personnel (FEMA, 2008, pp. 107).” The service branch will undertake communications, medical, and food issues having to deal with an incident (FEM, 2008). The support branch will oversee all supply, facilities, and ground support that is needed (FEMA, 2008).
Finally, the finance and administration section can be broken into a time, procurement, compensation and claims, and a cost unit (FEMA, 2008). This section is stood up when there is a specific need and/or to support large or evolving scenarios that require additional funding from many different sources (FEMA, 2008). These units can be created through financial or administrative heads within multiple agency departments to track required support and proper resource utilization (FEMA, 2008).
