KTP services are offered in the homes of families in a 22 county area of downstate Illinois. Since the beginning of time, people have been adopting. Whether or not the adoption process is for everybody is a debatable topic. Adoption occurs all over the world and is the cause for an impact on not only the children being adopted, but also an impact on those who adopt. Whether it’s nationally on internationally adoption is everywhere and will continue to grow in popularity as the years go on.
Equally, there has been many studies suggesting parent participation through family engagement as the most effective means to achieving permanency (Boldis, & Tomlinson, 2014; Crampton, Usher, Wildfire, Webster, & Cuccaro-Alamin, 2011; Dolan, & Grotevant, 2014; Léveillé, & Chamberland, 2010). In other words, reunification is more likely to be achieved when the biological families are active members of the child welfare team (Boldis, & Tomlinson, 2014). Studies suggest when service providers include families as members of the child welfare team they are more likely to meet their children’s needs, which increase the chances of reunification (Epstein, 1995; Boldis, & Tomlinson, 2014). Adoption is a process where by a person assumes the parenting for another and, in so doing, permanently transfers all rights and responsibilities from the biological parent or parents. Unlike guardianship or other systems designed for the care of the young, adoption is intended to effect a permanent change in status and as such requires societal recognition, either through legal or religious sanction. Adoption has changed considerably over the centuries with its focus shifting from adult adoption and inheritance issues toward children and family creation; its structure moving from recognition of continuity between the adopted and kin toward allowing relationships of lessened intensity. Adoption is in place to balance, to nurture and create a structural environment of safety in which the child can thrive and develop into a productive individual contributing to society. Also, it allows older children to abandon old maladaptive behaviors and make their first steps toward the construction of new behaviors influenced by their new environment. In years past, parents who adopted a child as an infant often debated whether to tell him or her about the adoption. Many children grew up not knowing they were adopted, and the birth mother’s identity was kept secret from those who did know (Ashford, LeCroy and Lortie 249). This paper provides facts on widely acceptance option of open adoption rather than the traditional practice of closed adoption. Adoption separates real biological family members, removing the adopter heritage whether the adoption is open or closed. Open adoption can lead to problems, but there are proven facts that open adoption is the best option for all parties working together in the best interest of the children.

Ancient Greeks, Egyptians, Romans, and Babylonians all had their own systems of adoption. Adoption systems differ from country to country. United States citizens who internationally adopt today allow for the blending of cultures, languages, traditions, and ideals. Put in use. Using this type of practice demands that parents involved in the CPS service plan remain cooperative and complete treatment in time. Failure to comply can results in the parents losing all their state or county services, put the children at risk of being removed from the home and put into foster care, or worse, the parent completely losing their rights. Social agency and the court authorizing the placement, and caregivers are responsible for the continuing monitoring to ensure that the child in placement receives adequate care and supervision (Downs, Moore and McFadden, 2009, p.275). Services for children in foster care are a teamwork effort of the different parties involved (Downs, Moore and McFadden, 2009). Unfortunately in Antowne’s situation the agency and the court system failed him because although he was removed from his mother, the abuse and neglect continued.
