The researcher hypothesizes that the use of body-cameras on police officers would reduce the instances of gainful communication between civilians and law enforcement. The null-hypothesis is that the use of body-cameras on police officers will have no effect on gainful communication between civilian and law enforcement. In determining the implications of how body-cameras effects civilian behavior, the research will include a sampling survey of criminal justice students and information gathered from journal documents related to research on police body-cameras. The research on the subject of body-cameras and their effects on the civilians that they record seem to be mostly engaged with the idea of reducing civilian complaints and other factors involving police accountability. However, one report states that in regards to civilian opinions, “Of the 36 victims, 26 (72 percent) reported that the body-worn camera was beneficial during the encounter with police, and 29 victims (81 percent) reported that they felt safer as a result of the cameras (Goodall 2007, 68). A multiple question survey has been developed for the purpose of examining opinions in regards to body-cameras. This quasi-experimental design intends to target a multitude of people from criminal justice students to their friends and family. The participants of this survey are intended to think from the perspective that they are involved in a police contact and determine how they will behave in that scenario. This data will be important because it allows the researcher to compare relevant data to the data that has been collected in order to bring about more concise results involving the public’s opinions on the use of police body-cameras and their effects on communication. The study will also contain data from the Bureau of Justice Statistics. This data is significant because it will allow the researcher to compare the numbers of reported drunk-driving in Austin to other areas within the state and nation. A qualitative content analysis of archived local news articles will provide the researcher with a valid sampling of drunk-driving accidents. Interviews with police officials will provide information into the current enforcement practices of the Austin Police Department.
