The correctional system has tried to determine what the best method for dealing with criminals is, particularly criminals who are deemed to be the "worst criminal" type. There are two different models that have been suggested, the dispersion model and the consolidation model. To define it simply, the dispersion model "scatters offenders with unusually dangerous histories or disruptive behavioral patterns throughout the correctional system, thus avoiding a concentration of such offenders in any one location" (Hickey, 2010, p. 208). The consolidation model "involves placing all highly dangerous inmates at one location and controlling them through reliance on heightened security procedures" (Hickey, 2010, p. 209). Of course, each of these models has pros and cons, but it is the concept of supermax prisons that has caused debate. Supermaximum security prisons, which fall under the consolidation model, are associated with a number of ethical problems. There are a number of issues that need to be taken into consideration when discussing the use of supermax prisons. Hans Toch, a corrections scholar, pointed out that the methods used in supermax prisons are not new penal techniques. In fact, those types of prison conditions were adopted in the past and rejected because of increased rates in inmates developing mental illness (Hickey, 2010). Supermaximum security prisons have been associated with past attempts, like the Eastern State Penitentiary, where twenty-four-hour isolation was used and there were no programs for self improvement. The two main problems associated with supermax prisons are the conditions and the transfer procedures/criteria (Pollock, 2010). People expect a penitentiary to hold inmates, especially dangerous ones, for as long as the court determines they should serve. Kingston Penitentiary has been doing that for many years. But it has also dedicated to the reform of inmates. What that means has changed dramatically over time. (Curtis et al, 1985)
When envisioning a prison, one often conceptualizes a grisly scene of hardened rapists and murderers wandering aimlessly down the darkened halls of Alcatraz, as opposed to a pleasant facility catering to the needs of troubled souls. Prisons have long been a source of punishment for inmates in America and the debate continues as to whether or not an overhaul of the US prison system should occur. Such an overhaul would readjust the focuses of prison to rehabilitation and incarceration of inmates instead of the current focuses of punishment and incarceration. Altering the goal of the entire state and federal prison system for the purpose of rehabilitation is an unrealistic objective, however. Rehabilitation should not be the main purpose of prison because there are outlying factors that negatively affect the success of rehabilitation programs and such programs would be too costly for prisons currently struggling to accommodate additional inmate needs.
According to the prior summarized research, the origin of the supermax facility is established. It is identified that these facilities were necessary to create order among inmates in the general prison population. Differing characteristics of inmates can potentially create havoc and chaos in prison environments. Although there are inmates who request placement in supermax facilities, inmates who do not choose to be housed in these facilities demonstrate certain constant factors seen among the population in supermax facilities. Solitary confinement has the ability to shatter even the healthiest mind when subjected to indefinite lockdown, yet the mentally ill, who are disproportionately represented in the overall prison population, make up the majority of inmates who are held in that indefinite lockdown. Within your average supermax prison in which all inmates are subjected to an elevated form of solitary confinement, inmates face a 23-hour lockdown, little to no form of mental or physical stimulation that is topped off with no human interaction beyond the occasional guard to inmate contact. In California, two supermax facilities were built by the state: Corcoran State Prison in 1988, and then Pelican Bay in 1989. The federal government soon followed suit and in 1994, the “first federal supermax opened, in Florence, Colorado.” It was not much longer before supermax prisons could be seen all over the country (Abramsky). In Wisconsin’s supermax facility, with similar conditions being found in a majority of supermaxes, there are “100-cell housing units” that are in groups of 25 cells.

The proliferation of prison overcrowding has been a rising concern for the U.S. The growing prison population poses considerable health and safety risks to prison staffs and employees, as well as to inmates themselves. The risks will continue to increase if no immediate actions are taken. Whereas fighting proliferation is fundamentally the duty of the U.S. government, prison overcrowding has exposed that the U.S. government will need to take measures to combat the flaws in the prison and criminal justice system. Restructuring the government to combat the danger of prison overcrowding, specifically in California, thus requires reforms that reestablishes the penal codes, increases the state’s budget, and develops opportunities for paroles to prevent their return to prison. The following context will examine and discuss the different approaches to reduce the population of state prisons in California in order to avoid prison overcrowding.

Overcrowding in our state and federal jails today has become a big issue. Back in the 20th century, prison rates in the U.S were fairly low. During the years later due to economic and political factors, that rate began to rise. According to the Bureau of justice statistics, the amount of people in prison went from 139 per 100,000 inmates to 502 per 100,000 inmates from 1980 to 2009. That is nearly 261%. Over 2.1 million Americans are incarcerated and 7.2 million are either incarcerated or under parole. According to these statistics, the U.S has 25% of the world’s prisoners. (Rick Wilson pg.1) Our prison systems simply have too many people. To try and help fix this problem, there needs to be shorter sentences for smaller crimes. Based on the many people in jail at the moment, funding for prison has dropped tremendously.

“The history of correctional thought and practice has been marked by enthusiasm for new approaches, disillusionment with these approaches, and then substitution of yet other tactics”(Clear 59). During the mid 1900s, many changes came about for the system of corrections in America. Once a new idea goes sour, a new one replaces it. Prisons shifted their focus from the punishment of offenders to the rehabilitation of offenders, then to the reentry into society, and back to incarceration. As times and the needs of the criminal justice system changed, new prison models were organized in hopes of lowering the crime rates in America. The three major models of prisons that were developed were the medical, model, the community model, and the crime control model.
The first issue that I would like to address is the overcrowding issues in prisons. In my opinion, overcrowding issues are the biggest issues in our correctional system that concerns every citizen. Running a prison required money, resources and manpower, with overcrowding issues, the government would have no choice but to increase the number of correctional facilities, privatized prisons and increasing manpower. According to (Levitt, 1996), “The incarceration rate in the United States has more than tripled in the last two decades. At year-end 1994 the United States prison population exceeded one million.
