This incident is starting from June 6 when Joyce Mitchell was allegedly planned to help Richard Matt and David Sweat to escape from Clinton Prison in Dannemora. However, Richard Matt was killed by a tactical team of law enforcement officers in Malone, N.Y. on June 26 and Sweat was captured and shot in nearby Constable on June 28. Now, this incident can be considered as an emergency incident at the national level in which Incident Command System (ICS) was used properly. As part of this investigation on Friday, December 2, 2016, Captain Jonathan Winters met with Winston County Correctional Officer (CO) Stephen Marc Casteel at the Winston County Jail. CO Casteel provided Captain Winters with an overview of the events leading up to MOODY’S death and later a two (2) -page typed statement, which detailed those same events. After receiving the typed statement, Captain Winters reviewed the statement with CO Casteel to ensure its accuracy and that it included all the pertinent details. The following information is a summation of the information Captain Winters gathered on Friday, December 2, 2016 and his review of the written statement provided by CO Casteel.

Governor Wilma James’ state is facing severe budget cuts due to economic struggles and drops in tax revenues. Jailhouse informants are inmates who provide incriminating information or testimony during criminal proceeding against another inmate. The prevalence of jailhouse informants is quite high because competition among informants is tough, information gathering techniques are quickly being modified, many inmates want to manipulate cell sharing or transfers in exchange for their testimony, many inmates have made careers out becoming informants, loss of sentencing discretion, which allows informants to bargain for sentences, and lastly mandatory minimum sentencing guidelines have created a market for jailhouse informants. Studies of warrants have found that 80-92% of warrants rely on informants and in terms of exonerations cases 46% of 111 post-Furman death row exoneration involved informants. There are varying views on jailhouse informants; conventionalists argue that trusting their testimonies may be a necessary evil, while realists claim that jailhouse informants should not be utilized at all. One particular example that shows the devastating effects of validating unreliable testimonies of jailhouses informants is of Marion Pruett, a Colorado inmate, who informed prison authorities that another inmate killed his cellmate. In exchange for his testimony he was released and began murdering and robbing banks after his release, late it was discovered Pruett had killed his cellmate. ISEC is assisting TFM in ongoing Special Compartmented Information Facility (SCIF) projects for the Yongsan Relocation Program / Land Partnership Program (YRP/LPP). Areas of ISEC concern include security standards for SCIFs but also the obtainment of In Line Network Encryptors (INE)s. These items will be included in a future Augmentation to Table of Distributions and Allowances (AUGTDA) being prepared in support of new YRP/LPP requirements. ISEC personnel were also briefed on the future deployment of Common High Assurance Internet Protocol Encryptor (HAIPE) Interoperable Manager to Efficient Remote Administration (CHIMERA) in supporting the Secret Internet Protocol Router Network (SIPRNet) and the Combined Enterprise Regional Information Exchange System Korea (CENTRIXS-K) networks. One current event that has been in the news is the trial of Jonathan Douglas Richardson. Richardson was recently convicted and sentenced to death for abusing and murdering a four year old little girl named Teghan Skiba. His defense was that he was abused as a kid and had mental health problems. The assistant district attorney said that Richardson wanted people to feel bad for him and to forget what he did to that little girl and that “He was blamed everyone else but himself.”
