Reconstruction Policy, its effects on the South, the country and beyond (the 20th century). What was Reconstruction? What did it do to the country? How did it affect the South for years after?
I. Hook statement: The years throughout the 1860’s to the 1870’s were full of change, Lincoln was inaugurated a second time after putting forth his ideas for reconstruction and rights for black people, we had just received a surrender from Robert E. Lee and we were recovering from war.
a. Thesis Statement: Reconstruction at the time developed from finding peace and unity into a power struggle between Lincoln and Congress for whose plan would work out better. The changes that would eventually be put through would transmute the way that the North governed the South from then on.
b. Main point - The Ten Percent Plan was Lincoln’s first ideas on how to re-unite the North and the South as quickly and effortlessly as possible. The basis of this plan being that Lincoln could allow a minority that is completely loyal to him to enter the state and set up a government with him as the head, but only after a vote with at least 10% of the electorate state in favor.
c. Main point - Radical members of Congress did not wish to conform with the plan set out by Lincoln, these members were led by Thaddeus Stevens. The members believed Lincoln’s plan to be too “mild” and instead wished to create their own plan. First the members of Congress had to get rid of Lincoln’s Ten Percent Plan, to do this they decided that any of the votes from the state governments of Tennessee, Arkansas, and Louisiana that Lincoln’s plan had created would not be counted, this didn’t go over so well with Lincoln and they were forced ...

d. From this evidence, it seems that Lincoln probably intended some sort of Reconstruction policy that would build on the old Whig and Unionist elements in the South to create a possibility of a Republican Party (or Union Party of some sort) with congressional delegations from the South.
At the time, the South depended on slavery to support their way of life. In fact, “to protect slavery the Confederate States of America would challenge the peaceful, lawful, orderly means of changing governments in the United States, even by resorting to war.” (635) Lincoln believed that slavery was morally wrong and realized that slavery was bitterly dividing the country. Not only was slavery dividing the nation, but slavery was also endangering the Union, hurting both black and white people and threatening the processes of government. At first, Lincoln’s goal was to save the Union in which “he would free none, some, or all the slaves to save that Union.” (634) However, Lincoln realized that “freeing the slaves and saving the Union were linked as one goal, not two optional goals.” (634) Therefore, Lincoln’s primary goal was to save the Union and in order to save the Union, Lincoln had to free the slaves. At the same time in history, the Dred Scott case was taking place. This case was to determine what should be deemed appropriate for the rights of slaves. This case in particular infuriated Lincoln more than anything else did in his career. After years of a cruel war that pitted brother against brother, the United States of America entered into a period of time called Reconstruction. Reconstruction was an act implemented by Congress to help rebuild the majorly devastated southern states. Another of its goals was help newly freed slaves successfully merge into life as a free people among many hostile whites.
Readmission to the union was a dividing factor between Republicans in politics. Lincoln advocated for the "Ten Percent Plan." This demanded that only ten percent of voters in a state take an oath to uphold the values presented in the constitution in order to rejoin the union. Lincoln would then pardon all Confederate government figures and rights of citizenship would be readmitted. Radical Republicans opposed the plan, claiming that it was too lenient.
Although Lincoln and Johnson both passed Reconstruction plans that helped reunite the north and the south, ultimately Congress was not satisfied and passed its own plan. Lincoln passed a rather forgiving Reconstruction plan because in his opinion, the Confederate states had never seceded from the Union. The social history regarding reconstruction has been of great controversy for the last two decades in America. Several wars that occurred in America made reconstruction efforts to lag behind. Fundamental shortcomings of the reconstruction were based on racism, politics, capitalism and social relations. The philosophy was dominant by the people of South under the leadership of Lincoln. Lincoln plans were projected towards bringing the states from the South together as one nation. However, the efforts of the Activist were faded by the intrusion of the Republicans from the North. Northerners were capitalists and disapproved the ideas that Lincoln attempted to spread in the South (Foner Par 2).
Reconstruction is the period of rebuilding the south that succeeded the Civil War (1861-1865). This period of time is set by the question now what? The Union won the war and most of the south was destroyed. Devastation, buildings turned into crumbles and lost crops. The South was drowning in poverty. To worsen the situation there were thousands of ex-slaves that were set free by the Emancipation Proclamation and the 13 Amendment. "All these ex-slaves", Dr. Susan Walens commented, "and no place to put them," The ex-slaves weren't just homeless but they had no rights, unlike white man. The government and congress had to solve the issues present in the south and the whole nation in order to re-establish the South. These issues were economical, social and political. The United States had presidential and congressional reconstruction. Reconstruction was a failure, a great attempt to unify the nation. It was a failure due to the events that took place during this period.
Reconstruction is known as the period after the Civil war. The whole country was separated in two, people didn’t know what to do, the south was completely destroyed, and there were a lot of decisions to be made by the president. It lasted four years, and there was over half a million casualties between the union (North) and the confederate states (South). The north was declared the winner of the war after General Lee surrender in the Appomattox court house on April 9, 1865. The causes of the war was the secession of several southern states, they argued that it was up to them and it was in their rights to decide whether they should make slavery legal or illegal in their own boundaries. But the Union had other things in mind, the union wanted to decide whether or not the states were going to have slaves. This was just to make sure the country was equal on slavery and non-slavery on both sides, but states thought the union was abusing their power and being too strict on them, and that is when they decided to secede. The first state to secede was south Carolina, then they were followed by six other states, among those states were Florida, Texas, Georgia, Louisiana, Mississippi, and Alabama. These states got together and created the confederate states of America in February 4, 1861, and the president was Jefferson Davis, they also made a government similar to the one of the U.S. Constitution.
America has gone through many hardships and struggles since coming together as a nation involving war and changes in the political system. Many highly regarded leaders in America have come bestowing their own ideas and foundation to provide a better life for “Americans”, but no other war or political change is more infamous than the civil war and reconstruction. Reconstruction started in 1865 and ended in 1877 and still to date one of the most debated issues in American history on whether reconstruction was a failure or success as well as a contest over the memory, meaning, and ending of the war. According to, “Major Problems in American History” David W. Blight of Yale University and Steven Hahn of the University of Pennsylvania take different stances on the meaning of reconstruction, and what caused its demise. David W. Blight argues that reconstruction was a conflict between two solely significant, but incompatible objectives that “vied” for attention both reconciliation and emancipation. On the other hand Steven Hahn argues that former slaves and confederates were willing and prepared to fight for what they believed in “reflecting a long tradition of southern violence that had previously undergirded slavery” Hahn also believes that reconstruction ended when the North grew tired of the 16 year freedom conflict. Although many people are unsure, Hahn’s arguments presents a more favorable appeal from support from his argument oppose to Blight. The inevitable end of reconstruction was the North pulling federal troops from the south allowing white rule to reign again and proving time travel exist as freed Africans in the south again had their civil, political, and economical position oppressed.
One of Lincoln’s most famous quotes is “A House divided against itself cannot stand.” This describes his presidency well- focusing on maintaining the Union. In the beginning, Lincoln tried to stay out of sensitive affairs involving the North and South in an attempt to keep them together, promising the South little interference. Despite this, he played a key role in passing the Thirteenth Amendment, doing whatever it takes to end slavery for good and ending the Civil War.
One of the first goals of Reconstruction was to readmit the Confederate states into the Union, and during the debate in Congress over how to readmit the states, the Thirteenth, Fourteenth, and Fifteenth Amendments were ratified. The United States had three different presidents between 1865 and 1877, who all had different opinions as to how the actions of readmitting the states should be carried out. President Lincoln devised the Ten Percent Plan in an effort to get the Confederate states to rejoin the Union. In Lincoln's plan, all Confederates, other than high-ranking officials, would be pardoned if they would swear allegiance to the Union and promise to obey its laws. Once ten percent of the people on the 1860 voting lists took the oath of allegiance, the state would be free to form a state government, and would be readmitted to the Union. Many of the Republicans in Congress were angered by this plan, because they believed that it was too lenient. His idea was known as the ten percent plan in which ten percent of a states qualified voter would take a loyalty oath to be readmitted into the Union. This would allow the south to get back into the main stream and find some solutions to its many problems. Unfortunately for Lincoln and unfortunately for America, Lincoln would be assainated only one month after the south surrendered. This presented America with one more hurdle to overcome, and that hurdle was to initially be jumped by the newly appointed President Johnson.

Contrary to what today’s society believes about Lincoln, he was not a popular man with the South at this time. The South wanted to expand towards the West, but Lincoln created a geographical containment rule keeping slavery in the states it currently resided in. Despite his trying to rationalize with the South, Lincoln actually believed something different ”Lincoln claimed that he, like the Founding Fathers, saw slavery in the Old South as a regrettable reality whose expansion could and should be arrested, thereby putting it on the long and gradual road ”ultimate extinction” (216). He believed it to be “evil” thus “implying that free southerners were evil for defending it”(275). Lincoln wanted to wipe out slavery for good, and the South could sense his secret motives.
