Cyber security is the protection of networks, computers, programs and data from attack, damage or unauthorized access. This is important because a great number of our confidential information is on computers and transmit that data across networks to other computers. As of now cyber-attack is one of the transnational issues that we are concern about in the United States. If these private networks were hack our national security infrastructure will be in distress.

With each of these purposes come responsibilities for the Department of Homeland Security. First, DHS is responsible for overseeing the protection of the government domain. Second, DHS use intrusion detection tools to monitor government network traffic for malicious activity and uses this resulting data to address cyber vulnerabilities. Third, DHS ensure the security and resiliency of government networks.
As the Department of Homeland Security continues to improve cyber security across all critical information sectors as well as in cyber infrastructure and network they are not effective. As our relies on networks increase our national infrastructure becomes more vulnerable to cyber-attack. This is because we rely heavily on networks to communicate, travel, run our economy and provide government services. This is why cyber intrusions and attacks have increases over the last decade. With this increase in cyber-attack come exposing of information which can be used to collect intelligence information; disrupting critical operation, and imposing high cost on the economy. The only thing the intelligence community can do at this point is prepare the nation for future cyber-attack. DHS needs to recognize cyber security challenges and address them. After the fear of terrorism grew in the United States do to the Al Qaeda 9/11 attacks on the World Trade Center and Pentagon, the US Government found a need for a centralized department that umbrellas all other agencies when it comes to homeland security. The U.S. Government found this umbrella agency with the passage of the Homeland Security Act by Congress in November 2002, the Department of Homeland Security formally came into being as a stand-alone, Cabinet-level department to further coordinate and unify national homeland security efforts. (Homeland Security) With the creation of the new Department of Homeland Security (DHS) the government had a pinpoint location for the collection and gathering of intelligence, control of policies that effect national security, and a no fail mission. The Department of Homeland Security started to engulf other agencies and created many more, a total of 22 agencies now fall under the DHS. The DHS is control of all areas that deal with national security which included but are not limited to coastal and boarder protection, domestic terrorism, international terrorism, protection of the American people, protection of key infrastructure, protection of key resources and respond to natural disasters.
In 2002, DHS, “with the passage of the Homeland Security Act by Congress in November, DHS formally came into being as a stand-alone, Cabinet-level department to further coordinate and unify national homeland security efforts” (DHS, n.d.). Not since President Harry Truman consolidated the armed forces into the Department of Defense had the government undergone such a large reorganization. Twenty-two agencies came together to form DHS with tasks that include border patrol, disaster recovery and transportation safety just to name a few.
The NSA helps to supply the military with weapons and supplies. The NSA also helps protect citizens by providing high tech security. Some of which are approving standards, techniques, systems, and equipment related to the security of National Security Systems (NSA.gov). In addition, the NSA also provides “end-to-end insights into malicious cyber activity, the activities of hostile foreign powers, and cyber best practices” (NSA.gov). Another thing the NSA does is partner with other departments, countries, and companies to help reach goals and provide a good outcome in any circumstance (NSA.gov). Terrorism and cyber threats are big problems towards the United States as well. Cyber security is the designing, creating, using, and repairing most technological and mechanical equipment. This includes programing and creating new technology before it is mass produced in order to insure safety and quality. The threats to security from the United States Department of Defense, the national power grid and the Chamber of Commerce are very real and omnipresent. The Defense Department made an admission of the first major cyber attack upon its systems in August 2010. It was revealed that the attack actually took place in 2008 and was accomplished by placing a malicious code into the flash drive of a U.S. military laptop. “The code spread undetected on both classified and unclassified systems, establishing what amounted to a digital breachhead.” (2) This quote, attributed to then Deputy Defense Secretary William J. Lynn III, is just part of the shocking revelations that were disclosed in his speech made on July 14, 2011.
However, some sources say that the DHS lead National Infrastructure Protection Plan (NIPP) falls well short because of not listening and not sharing information with critical infrastructure owner/operators. The NIPP document created by the DHS is for the government and is not a plan to improve resilience. The document is said to lack private sector information and most feel that the meetings with the government about the document were not heard. As for the information sharing part of the document there are shortcomings that do not enhance national level situational awareness. However, there are seven topics raised in the new document after its original creation four years ago. The first is to elevate security and resilience as the primary aim of CIP efforts. Second, expanding and updating critical infrastructure risk management. Third, focus on national priorities jointly determined by public and private sector. Fourth, integrate cyber and physical security. Fifth, affirm the reality that critical infrastructure security and resilience require international collaboration. In today’s society technology is used for everything. With the invention of computers and the internet this open doors to the cyber world. Today you can do almost anything without having to leave your home. The internet gives us the opportunity of shopping online, ordering food online, working from home and video chatting with friends and family across the world. Everyone has a computer and internet access in their homes. While the internet is really convenient it also opens doors for cybercrimes, loss of privacy and the need for computer security.
In recent years, many possible plans to enact government regulation to improve cybersecurity have been suggested. Most recently, in 2017, then U.S. president Barack Obama implemented the Cybersecurity National Action Plan (CNAP). The plan would have invested $19 billion in cybersecurity by gathering experts to make recommendations in regards to cyber security, help secure the government IT group, and encourage more advanced security measures (Daniel 1). However, while CNAP does present a way to solve the problem, it just adds another program that attempts to enhance cybersecurity: “It is the multiplicity of programs and division of responsibility that diminishes their effectiveness. At least eleven federal agencies bear significant responsibility for cybersecurity” (Cohen 1). Every so often, another cybersecurity program will be established, but former plans are seldom removed. This leads to a large amount of departments to share responsibility, which creates general confusion and limits each department’s power. Furthermore, widespread government regulation may weaken cybersecurity. Many fear that any regulation would not be flexible enough and would instead allow easier hacking (Ridge 3). If every system in the entire nation had the same security measures, it would be much easier to break into as by breaking into one system, a hacker a could break into everything.
The nation has become dependent on technology, furthermore, cyberspace. It’s encompassed in everything we deliver in our daily lives, our phones, internet, communication, purchases, entertainment, flying airplane, launching missiles, operating nuclear plants, and implicitly, our protection. The more ever-growing technology empower Americans, the more they become prey to cyber threats. The United States Executive Office of the President stated, “The President identified cybersecurity as one of the top priorities of his administration in doing so, directed a 60-day review to assess polices.” (United States Executive Office of the President, 2009, p.2). Furthermore, critical infrastructure, our network, and internet alike are identified as national assets upon which the administration will orchestrate integrated cybersecurity policies without infringing upon and protecting privacy. While protecting our infrastructure, personal privacy, and civil liberties, we have to keep in mind the private sector owns and operates the majority of our critical and digital infrastructure.

Over the years, warfare has evolved, from fighting with sticks and stones to using gunpowder and launching missiles. The newest, and possibly most destructive, type of warfare is cyber warfare. Cyber warfare has the potential to be more devastating than nuclear warfare.
United States President Barack Obama has identified cyber security as a key issue the nation will face. President Obama declared that the “cyber threat is one of the most serious economic and national security challenges we face as a nation” and that “America's economic prosperity in the 21st century will depend on cyber security (“Foreign Policy Cyber Security,” 2013).”
