The Australian ECE and care reform agenda was initiated, in 2007, due to a concern for the wellbeing and increasingly poor outcomes for children in several key areas. Evidence confirmed the importance and impact of a child’s health, well-being, development and learning in the early years, therefore the need for an NQF and NQS was initiated. The impact of social change over recent decades has shown families struggling to function and aid in their child’s development. This has led to children having a poor start to life, which carries on through their learning and is the leading cause of behavioural or emotional problems (Commonwealth of Australia, 2015). Therefore, the Australian Government inaugurates an ECE and care reform agenda. This framework is used by ECE to guide and develop quality education programs. Upon planning a learning experience, small group or whole class experience, I have effectively incorporated one or more of the learning outcomes. The EYLF is made up of principles, practices and five outcomes which enhance and develop a child’s learning through play-based experiences (EYLF, 2009, p.9). Each outcome contains sub-strands which guide your experience and focus on the child’s social and emotional development, as well as language, numeracy and literacy skills (Commonwealth of Australia, 2017). Using the EYLF as a curriculum framework allowed me to develop and create skilled appropriate lessons, experiences which challenged and captivated the children’s attention, and I gained appropriate information to assess the children’s individual abilities (Australian Government: Department of Education and Training,

The Early Years Foundation Stage (EYFS) was implemented in England in 2008 and applies to all children aged 0-5. This new curriculum combined existing government ideas regarding the care of under 5s including the 'Every Child Matters' (ECM) policy: children's services have to respond to 5 outcomes for all children from birth to 18: being healthy, being protected from harm and neglect, being enabled to enjoy and achieve, making a positive contribution to society, and contributing to economic well-being. The statutory EYFS document stated a need for a 'coherent and flexible approach to care and learning' (DfES - Department for Education and Skills 2007; cited in Palaiologou, 2010, p.11 ), and ensures a quality experience for children regardless of the pre-school setting. EYFS and its direct predecessors were introduced based on the realisation that quality of teaching and management of schools play a central role in children's quality of learning, not socio-economic and educational background, as was previously thought. Canada's child care policy has always been a topic of heated debate. Presently, Canada is one of the only developed countries worldwide that does not have plan in place for nation wide child care (Hurtig, 2002). Howe & Covell (2007) state that "Canada has failed to make progress toward a system of universal high quality early learning and child care or even toward establishing widespread access to high quality programs" (p.47). According to Campaign 2000, early childhood education programs are an essential component in reducing poverty and providing children with the ’best start in life”. In addition to reducing poverty, early childhood education programs "strengthen the foundations of learning for all children, supports the social need of families, and promotes equal opportunities for women in the labour market” (www.campaign2000.ca, 2010). Campaign 2000 continues on to report that although these early childhood education programs should be readily obtainable for all families across Canada, the current programs available in Canada curtails the actual needs of Canadian families.
Early years frameworks have an emphasis on a personal approach to learning and development as due to socio-economic changes children are having to spend longer periods away from their carers and therefore need extra care to support their emotional well being. While walking through the front gates of County elementary school, you see children of all ages playing while they wait for the school bell to ring. Walking to the classroom that I will be observing you see students with their parent’s line up waiting to get signed in. The students are to be signed in by a parent or guardian for safety precautions, and shows that the child was signed into school. As a visitor, I am to sign myself in, this shows I was in the classroom, at what time was I there, and reason for visiting the classroom.
When working with children it is essential that all members of staff are aware of the different polices that the setting follows and they must also ensure that they correctly follow them in their own practice. There are many different polices to follow within the setting to ensure the safety and well-being of the children and also to ensure that practitioners are aware of polices that concern us and our rights. The framework that the setting follows is the EYFS, this states how children need to be cared for and ways in how their needs and requirements can be met based on their development stages. Good. Teaching usually began around the time a child had reached six or seven; about the age of a first or second-grader today (Vinovskis 18). Instruction to early adolescents was not contemplated as crucial for brain development until the 1800s. After the Head Start program, early childhood education spread like wildfire throughout America. In 1840, 40 percent of all the three year olds in Massachusetts alone, were attending school. The more unequal the United States’ education system will grow, the more our poverty line will struggle. Most people believe that hiring tutors or staying long hours after school will help, but little do they realize that all of that can be avoided if every child is given the opportunity to an inexpensive early education. An implemented universal early education program would contribute to a rise in grades, keep families connected, and hope for a better future.
