According to Rachel Boba, “Crime analysis is a law enforcement function that involves systematic analysis for identifying and analyzing patterns and trends in crime and disorder” (en.wikipedia.org/wiki/Crime analysis).The information on these patterns can assist law enforcement agencies in the deployment of resources in a more effective manner; it can also help detectives to identify and catch suspects. Crime analysis also plays a role in improvising solutions to crime problems, and developing crime prevention strategies. There are various types of technology that is used in crime analysis. Crime analysis relies heavily on computer technology, and over the past fifteen years there has been a significant improvement in computer hardware and software that has led to tremendous developments in this field. One form of hardware that is used by Crime analysts to complete most of their work is Desktop personal computers, laptop computers are also used by crime analysts for fieldwork and presentations. Other forms of hardware that are used include color laser printers that can produce high-quality documents quickly, plotters which are printers that can produce large poster size color maps, scanners, and digital cameras, these specific types of hardware is mostly used by police departments when analyzing crime. There are three main kind of data collection and storage systems, computer-aided dispatch (CAD) systems, and records management systems (RMSs) which are located within police departments, and geographic data systems which are maintained by city, county, or state governments. Crime prevention and community satisfaction with police services, while linked to the number of officers on the streets, does not depend entirely on the visibility of patrol officers. So in closing I believe that departments that take the positive elements of foot patrols and combine their efforts with crime analysis that focuses on the time, location, and type of crime, may use the findings to develop strategies to decrease crime and enhance the quality of life in their communities.
According to Kelling, Pate, Dieckman, & Brown (1974), patrol is the “backbone” of police work. This belief is based around the premise that the mere presence of police officers on patrol prohibits criminal activity. Despite increasing budgets and the availability of more officers on the streets, crime rates still rose with the expanding metropolitan populations (Kelling et al., 1974). A one year experiment to determine the effectiveness of routine preventive patrol would be conducted, beginning on the first day of October 1972, and ending on the last day of September 1973.
This policy analysis will review the programs that the cities of Newark and Philadelphia implemented and why these issues are important. The analysis will also examine the programs each city created to address the violence in the specific urban areas of their city and the impacts the programs have had to date. The purpose of this study was to determine the effectiveness of police foot patrol as a means of deterrence through apprehension and as a means of risk reduction, community and problem oriented policing, high crime neighborhood hot spots, and violence prevention. This will be done through the examination of the Newark, NJ and Philadelphia, PA foot patrol experiments.
A critical examination of police departments across the United States would show that while law enforcement agencies do common work, few agencies utilize the identical same strategy to tackle crime and disorder problems within their communities. Many agencies still deploy a traditional response model to address routine and emergency calls for service. The study concluded that citizens in the target areas did not notice the changes in the patrol activities. The level of patrol showed no effect on thefts, larcenies, or robberies. Increased patrol did not affect crime rates in the experimental areas. No change was reported by citizens with the satisfaction of the police or the fear of crime. Throughout the history of law enforcement different models have been introduced and implanted in an effort to reduce and deter crime. The most popular model today is community oriented policing. Community oriented policing has been defined numerous ways and can be describe using a variety of different programs and services. Although there is not one generalized idea of what community oriented policing is all who practice the model share the same underlying principle of bringing the community and police together to criminal and social problems in the affected neighborhoods (Oliver, 1998). Even though this model of policing has become more popular than the traditional model and it has evolved since its origins there is still a lot of debate about its effectiveness. In reviewing other academic works on community oriented policing I hope to identify whether or not it is effective in reducing crime and if it is effective in agency investigation practices. If it is effective, I would like to identify whether it is universally effective or if it only reduces a specific type of crime. If research does not prove effectiveness of the model I would like to identify why it is not effective and possible solutions to make it more effective.
Community oriented policing has been around for over 30 years, and promotes and supports organizational strategies to address the causes, and reduce the fear of crime and social disorder through problem solving tactics. The way community policing works is it requires the police and citizens to work together to increase safety for the public. Each community policing program is different depending on the needs of the community. There have been five consistent key elements of an effective community oriented policing program: Adopting community service as the overarching philosophy of the organization, making an institutional commitment to community policing that is internalized throughout the command structure, emphasizing geographically decentralized models of policing that stress services tailored to the needs of individual communities rather than a one-size-fits-all approach for the entire jurisdiction, empowering citizens to act in partnership with the police on issues of crime and more broadly defined social problems, for example, quality-of-life issues, and using problem-oriented or problem-solving approaches involving police personnel working with community members. Arguably computer crime mapping has helped mitigate the negative perception held about the effectiveness of police in fighting crime. According to Goldstein & McEwen (2009), perceived confidence in police abilities largely decline in the 1970s and 1980s. Studies conducted at the time, established that the existing policing strategies needed an overhaul. For instance preventive patrol and rapid response to police call (which were the predominant strategies) did very little in crime prevention. Also in line with the findings, available statistical figure clearly pointed out, crime rates-even in areas patrol by highly qualified police forces-were rising at an alarming rate. Police scholars were affected by the negative perception as much as the police; therefore they intensified their search for a solution, by carrying out various studies (Goldstein & McEwen, 2009).
IT uses data and algorithms to predict crimes in certain geographical hotspots in an effort to prevent potential crimes in those targeted areas. Traditional crime analytics uses a model of past events and place patrols and manpower in locations to curb crime rates in certain zones of a city or county. Law enforcement also still uses a reactive model in solving crimes that occur and make arrests based on investigations and evidence.
To conclude, Community policing represents a major development in the history of American law enforcement, but the extent to which this approach is a success and dominates contemporary policing remains a source of debate. In my point of view, community policing is good for communities. It has challenged the traditional concept of the police as crime-fighters by drawing attention to the complexities of the police role and function. In addition to the police officer hard work; citizens can also make a difference and contribute to make neighborhoods a better place to live. For instance, citizens can hold community meetings to talk about concerns and agree on solutions help organize healthy activities for children in your neighborhood, join or starting a neighborhood crime watch program, and talk to your community police officers and share information and concerns.
Now with all the new technology they are able to fill out police reports on computers which is more organized and also saves a great deal of time. Not only does logging police reports on the computer save time, but the databases that are used, gives the officer the option to pull up open and closed cases with just the click of a mouse.

Based on its analysis of a carefully controlled experiment carried out chiefly in Newark, the foundation concluded, to the surprise of hardly anyone, that foot-patrol had not reduced crime rates (Koper, 1995).
