Oaths and promises were made by Franklin Roosevelt and Herbert Hoover in their inaugural addresses. Hoover and Roosevelt helped the country face the depression and transition into World War II. Both presidents’ inaugural addresses voiced concern and hope for the country. In their inaugural addresses, Hoover and Roosevelt expressed views about the future, the current situation, the challenges that were faced by our leaders, and how the Great Depression impacted the nation Hoover outlined his hopes for America’s future during his inauguration. Hoover shared with the nation after the First World War, and he promised to bring continued peace and prosperity. He declared, “I have an abiding faith in their capacity, integrity and high purpose. “…we find some causes for concern. We have emerged from the losses of the Great War and the reconstruction following it with increased virility and strength.” In this regard, he also pushed the nation to take the blame and the initiative to be responsible to make that change needed. Roosevelt’s inaugural address focused on the current situation of the nation and he intended to declare war on the Great Depression. He stated a need to move as a nation through his leadership and become a better nation. Roosevelt took a strong stand and proclaimed, "the only thing we have to fear is fear itself. Because of the plague known as the Great Depression, Herbert Hoover is often seen as one of the worst presidents in American history. He enacted policies such as the Hawley-Smoot Tariff that flushed America deeper into the depression. Hoover didn't understand that to solve a crisis such as a depression, he needed to interact directly with the people by using programs such as social security and welfare. Instead, Hoover had the idea that if he were to let the depression run its course, it would eventually end. There are three things that can be used to define Hoover's presidency during the depression, his actions, his mentality toward fixing things, and the fact that he helped pave the way for the “New Deal”
He quickly moves from the panic of 1929 to the ‘30’s and how many of the popular governmental sentiments during the election were no longer so. Hoover quickly moved from a position of public acceptance and admiration to that of a scapegoat. That the Depression was his fault is not entirely true, though. Hoover did not have much of the information needed to foretell the economic situation. In the laissez-faire form of government he prescribed, there was no place for a department that would document these things for the use of the president’s office.

Hoover considered self-government and mutual self-help to be the “American way” (9) and that relying on the government for aid is a “disastrous system” ( AUTHOR 12) to embark upon. Contrastingly, Roosevelt stated that, “the Democratic Government had the innate capacity to protect its people against disasters” (AUTHOR 58) and that the government can accomplish tasks that charities and communities cannot. In his second inaugural address, he alluded to previous events such as the revolutionary war and noted that a strong and proactive Federal Government was necessary for the country’s recovery. Both of these Presidents came from different backgrounds and had the responsibility of trying to help people through the Great Depression. The two Presidents of the 1930s, Herbert Hoover and Franklin Roosevelt were faced with many problems during America’s Great Depression and had very different approaches at solving them. Franklin Roosevelt was favored by many and Hoover was looked down on by most of America’s people.
In his speech, he stated how he would continue his New Deal program that he started in 1933. He states how one hundred and fifty years ago from the day he made his speech, the Constitutional Convention was made, creating the nation we see today. Many problems such as unemployment, poor banking and systems were caused by the Depression. In order to approach the resumption of the nation, Roosevelt planed to make changes. Some changes took place in the New Deal’s goals between the time of Franklin D. Roosevelt’s inaugural address in 1933, his campaign speech at Madison Square Garden in 1936, and his proposal for an Economic Bill of Right in 1944 did effectively bring people better conditions for their life, reformation of their welfare (for vulnerable people), and hope for freedom.
