4.0 INTRODUCTION
The purpose of this chapter is to outline the findings of the survey that was conducted in order ascertain various aspects concerning national budget allocations towards sustainable housing. To start with, the objectives of the research are restated, the research methodology is outlined. The survey results are then presented and examined according to each objective. The chapter concludes by summarizing key findings.
4.1 RESTATEMENT OF OBJECTIVES
The aim of the study was to establish to why the 1996 Zambia National Housing Policy’s objective number one of allocating a minimum of 15% of the national budget towards sustainable housing has not been achieved since its implementation. To achieve this aim the study had the following objectives:

1. To establish the challenges being faced by the government in the achievement of the goal of allocating 15% of the national budget towards housing. This objective will be covered in this chapter
2. To examine strategies if any in which the National Housing Policy’s objective one can be achieved. This objective will be covered in this chapter
3. To investigate whether the political economy could have an effect on what is going in terms of allocation of funds. This was covered in chapters two and three. It looked at economic liberalism and the welfare state and political and economic liberalism as driving factors for policy formulation.
4. To examine alternative ways of supporting and increasing sustainable housing development. This was partly met in chapter two. It looked at other measures being employed elsewhere such as the subsidy schemes in South Africa.

The study also reviews that the NHP has no implementation strategy which has hindered the progress of the housing sector. The study further produced contrasting opinion on whether the realization of the NHP objective was realistic. On one arm (MoF), it was found that this goal can never be achieved as the provision of housing is supposed to be private sector driven as evidenced by the number of incentives that are being provided such as tax holiday. The Quarters housing project is one of the newest housing options designed and marketed for students to open in the Iowa City/Coralville area. It offers luxury amenities in an apartment style housing complex. From the reviewed literature, it can be seen that housing is affected by four major factors and these factors defines the type of housing and housing conditions of a settlement. High incomes bring about good housing whiles low income brings about poor housing. Low incomes and inadequate housing has a direct relationship with the emergence of slums in many countries. In this aspect, we are going to look at the types of slums, relationship between slums and housing taking into consideration the housing characteristics of slums using Nima as the reference point in Ghana.
In order to implement this project we will need to schedule a meeting with Housing and Urban Development. We will also need to create a plan of action surrounding the proposed activities. We could create action teams in order to assign person’s tasks. We will need to formulate a goal plan with obtainable goals. We will also have to find an area of development and create a projected budget. It would be beneficial to contact agencies for assistance. Create a timeline for tasks to be developed. Lastly, we can conduct seminars on the importance of affordable housing. An accurate cost analysis is the first step in an effort to finance and implement this proposed project. By building a housing complex for single mothers with children who have low-income, this will allow them to have access to affordable housing. To help determine the effectiveness of the program and to ensure that the projected goals are reached Shaw University social work students will collectively conduct tenant satisfaction surveys and also interview tenants prior to receiving assistance form the housing program. After tenants have received assistance data will then be collected using the same methods as before. Tenants will be expected to take a survey on what they expect from the housing program.
