The Ethics of War
Unrestricted submarine warfare is often considered a shady practice in a time of war. Unrestricted submarine warfare is when one country sets up an area that is declared a war-zone, any ships that enter this zone, military or civilian, will be fired upon without warning. Is this right? In my essay, I will weigh the pros and cons of this tactic used by the German’s in WWI.
The practice of unrestricted warfare cost the lives of many innocent people. No warning is given so there is no chance to surrender or abandon ship! And foremost, unrestricted submarine warfare violates the so-called rules of war. In the case of the Lucitania, it was believed to be carrying supplies (this was true) and the ship could have later become a threat to Germany if converted into a war or transport ship. But, at the time, the ship or its 2000 passengers were not a threat to U-20, yet the Lucitiana was sunk without warning and with massive losses.
Unrestricted submarine warfare is a very shady, but effective tactic, nonetheless. When implemented, little to no supplies reach your enemies, this gives a tactical strangle hold on a war. Why is no warring given on civilian ships? To a U-boat stealth and surprise are its only defenses. Once a U-boat reveals itself, it is open to ramming and attack thus endangering the crew. In most cases, keeping your troops safe comes above keeping the enemies safe. Why would someone need to attack a civilian ship anyway? Because they may be carrying supplies. To say unrestricted submarine warfare violates the “rules” of war then why is the opposition violating the “rules” by putting troops and supplies on a civilian ship making it a target of submarines? Using the lives of innocent people as a shield to protect supplies is just as bad as firing on an unarmed ship without warning.
Is unrestricted submarine warfare right? In my opinion a submarine must give civilian ships a chance to abandon ship. A submarine does not need to expose itself to send a warning, send a radio ultimatum, and then a warning shot. How much of a treat could a passenger ship pose anyway?
The USS Indianapolis was a heavy cruiser. She did not have heavy armor which made her vulnerable to torpedo attacks. She had been ordered to sail on July 16, 1945, to deliver a bomb that would end the war. Unfortunately, it sank before it arrived.
Although there are still questions that remain unanswered, the evidence so far uncovered and released to the public points to careless indifference to the innocent lives being endangered for political, and financial gain by decisions made by those in power. This can only lead to one conclusion: that the primary responsibility for the sinking and loss of life is not with Germany but rather with the British Admiralty and the Cunard Company.
In the thirty-eight years of the United States Naval Submarine Service no United States submarine had ever sunk an enemy vessel. With the ignition of the Second World War the poorly equipped and poorly trained Silent Service, nicknamed for the limited access of the media to the actions and achievements of the submarines, would be thrust into the position American submariners had longed for. The attack on Pearl Harbor left the United States Navy with few options for retribution. The three remaining aircraft carriers were to be “the last line of defense.” Commander Stuart S. Murray made the precarious situation clear to his skippers, captains, upon sending them on their first war patrol. He stressed the importance of smart sailing by warning them not “to go out there and win the Congressional Medal of Honor in one day. The submarines are all we have left.” We entered the war with 55 submarines, 27 at Pearl Harbor and 28 at Cavite in the Philippines. At first our submarine strategies lacked ingenuity and failed to use our subs to their full potential. United States subs were assigned to reconnaissance, transporting supplies, and lifeguard duty, picking up downed airmen and sailors. They were even, on occasion, sent to rescue high profile Americans on the run from the enemy or from islands under enemy siege. Although their ability was, unfortunately, wasted in our entrance to the Pacific Theater the Silent Service would soon gain the recognition its men yearned for.

The load alarm rang waking me from my sleep. The clock read 7:45 on December 7, 1941. It was a Sunday, so it was getting ready for church. Today was my day off, which on work days I work on the USS Tennessee as a engineer. My job is to supervise and make sure the engines are running smoothly. I have been been working on her for many months on the Southern side of the Hawaiian island of Oahu. I am stationed at a U.S. naval base named Pearl Harbor. I stepped out of my quarters to admire the ships around me called “Battleship Row.” It contains eight large, powerful battleships. Just ahead of the USS Tennessee is the USS Maryland directly behind is the USS Arizona. The USS Tennessee was a beauty, which is why I loved working on it. The glorious ship has a length of 624 feet and it travels at 21 knots. She was tied to her mooring next to a quay. I was ready to go to church and have a nice relaxing day.
This would cause the U.S. to get involved in the war because they were unfairly attacked. Germany is adding insult to injury by bashing them basically, saying that they could not dodge war. “To say the German submarine attack on a United States ship was the main reason for the United States involvement in the war would be ridiculous” (9). This was their belief, they had the right to attack America and that they would love to fight.
The year is 1942, and German U-boats are wreaking havoc on allied shipping to Britain; the vital lifeline which allows the island nation to survive. Unchallenged, they sink hundreds of the merchant vessels which carry the desperately needed food, arms, and other equipment that is necessary for Britain's survival. They are silent and deadly; undetected until it is too late. With a loud deafening blast, a torpedo impacts the center of a ship, breaking its back. The other ships try to run, as their crews search for the unseen attacker by the glow of the ship slipping under the water to her final resting place. Cries of terror pierce the sky, as a ghostly shadow is seen heading for the flagship. The ship rolls to the side as it turns as hard as it can. The torpedo misses, but a second blast pierces the sky, disabling the ship's rudder and propellers. Tracking the submarine with its sonar, a destroyer escort moves at full steam to counter the threat. Once over the spot where the submarine lurks, depth charges are shot over the railing, and they sink quietly in the water to bring the fight back to the concealed enemy. As each detonates, the water bulges over top of where they were dropped. Knowing when it has met its match, the German U-boat retreats and the battle is over until another day.
Published in 1986, Red Storm Rising is Tom Clancy’s second novel dealing with the former Soviet Union as a potential enemy. This was a time when America’s finest tank and infantry units went on exercises in Germany fully armed with the expectation that the Russians could attack them at any time. This was also a time when the Soviets did the same exercises with the same amount of live ammunition. Therefore there was reason enough to worry about potential conflicts. Deep within the ocean waters, submarines played similar cat and mouse games with other submarines and surface ships. However some of these submarines were more dangerous then a whole army because they were fully loaded with nuclear missles. These facts were well know to the American public and made Red Storm Rising all the more real when it combined land and ocean warfare in a way that captivated millions of readers.
Most people like to believe the sinking of the U.S.S. Maine was the reason the United States went to war. Those people are wrong. The sinking of the Maine was an accident, not an attack. There are other theories about the explosion and are more reasonable than an attack on a heavy guarded ship. The Maine was not the only reason the United States went to war, even if it was an attack. The conflict could have started by disobeying the Monroe Doctrine. The war could have started by trying to control the reconcentration camps. All very possible reasons why the United States went to war.

The United Nations Convention on the Law of the Sea (LOSC) has been managing maritime issues fundamentally for years and acceptable as the basic convention on solving maritime dilemmas. Not only dispute among states but also managing sea resources among states. Remarkably, maritime issues have been developing into more complex and complicated regarding the modernization, globalization and transnational problems. This convention alone is not enough to provide complete guidance to manage the confronting interests on the sea.
