In an international economy, knowledge - and knowledge of language - is power. Knowing a second language is more valuable than ever. I believe that citizens who speak English and another language will be a great resource for our nation in the coming years. To that end, I am encouraging schools in the United States to adopt the dual language approach, which we also sometimes refer to as "English plus one." This approach challenges young people to meet high academic standards in two languages.
To give students and teachers every opportunity to succeed, President Clinton and Vice President Gore have proposed the largest increase ever in the U.S. education budget. We are working to create alternatives and offer intensive help to students who are struggling to pass high-stakes tests.
I predict our schools will be open to students and adults for longer hours, providing access to computers for families that cannot afford their own personal computers and classes for adults who are seeking to improve their careers. Public education will be less about a fixed location and a fixed schedule, and much more about learning anytime and anywhere. Technology -- electronic learning --will change every aspect of U.S. education

We believe that the nation's education policies must change to reflect the increasing importance of education, the pervasiveness of technology and changes in student enrollment. A glimpse toward the future suggests that charter schools will become more prevalent in the United States. Although they use public funds, charter schools operate with more freedom and flexibility than typical public schools. The Clinton Administration has supported, and continues to support, charter schools and other innovations that give parents more choices in public schools.

One of the most pressing issues facing the United States today is its failing educational system. While many solutions have been proposed, the idea of charter schools has been both popular and controversial. The topic of charter schools is being debated in as many places as local school board meetings to state supreme courts. Though on the surface, charter schools seem like an exciting and promising step for the future of education in America, they are not the answer to this country’s ever-increasing educational problems. Charters will drain already scarce funding from regular public schools, and many of the supposed “positives” surrounding them are uncertain and unpredictable at best.
She realized that choice and accountability were not the answer, but that curriculum and instruction were more viable solutions to America’s educational dilemma. Ravitch suggests that to abandon public schools is to abandon the institution that supports our concepts of democracy and citizenship and to the promise of American life (Ravitch, 2011, p. 12-14). The idea of school choice is rooted in Milton Friedman’s essay concerning the government’s role in education. Friedman asserted that society should support and contribute to the maximum freedom of the individual or the family. He maintained that the government should provide vouchers to help support parents financially on their children’s education, which parents could use at the school of their choosing; so long as the school met set standards. Therefore, this creation of choice would stimulate competition, which Friedman believed would increase the development and improvement of nonpublic schools, as well as, create a variety of school options (Ravitch, 2011, p. 115). As a result of the choice movement, the public received three versions of school choice: voucher schools, private schools, and charter schools. Each of these schools receives public funding, but do not operate as traditional public schools, and are not managed by a government agency (Ravitch, 2011, p. 121). A Blueprint for Reform is the title of President Barack Obama’s and Secretary of Education Arne Duncan’s proposal to Congress to reauthorize the Elementary and Secondary Education Act. This Act will essentially replace the No Child Left Behind Act of 2001(NCLB) and any subsequent documents used in place of NCLB. In 2009, Congress enacted the American Recovery and Reinvestment Act (ARRA) in response to the “great recession” of 2008. One of the many objectives of this act was to invest in and reform education focusing on four areas: (1) Improving teachers and principals in every school: (2) Providing information to families and educators to increase student learning (3) Implementing college and career-ready standards; (4) Addressing Americas lowest-performing schools. The blueprint sets out five key priorities to address the four areas set out in the ARRA: (1) College- and Career-Ready Students;(2) Great Teachers and Leaders in Every School;(3) Equity and Opportunity for All Students;(4) Raise the Bar and Reward Excellence;(5) Promote Innovation and Continuous Improvement.
The issue of whether charter or public schools are more beneficial for students has been an ongoing debate. The question that arise is which type provides a better education. Having gone to a charter high school myself, I got to see and experience first-hand the benefits of going to a charter school as well as realizing the issues charter schools face here in Oklahoma. These problems need to address in order to guarantee that students are getting the best education that they can get. We are facing an epidemic today with our education system and charter schools could be the solution. There may be opponents to the idea of having charter schools, but they have been wildly successful lately and are quickly expanded throughout the states. Computers are machines that take syntactical information only and then function based on a program made from syntactical information. They cannot change the function of that program unless formally stated to through more information. That is inherently different from a human mind, in that a computer never takes semantic information into account when it comes to its programming. Searle’s formal argument thus amounts to that brains cause minds. Semantics cannot be derived from syntax alone. Computers are defined by a formal structure, in other words, a syntactical structure. Finally, minds have semantic content. The argument then concludes that the way the mind functions in the brain cannot be likened to running a program in a computer, and programs themselves are insufficient to give a system thought. (Searle, p.682) In conclusion, a computer cannot think and the view of strong AI is false. Further evidence for this argument is provided in Searle’s Chinese Room thought-experiment. The Chinese Room states that I, who does not know Chinese, am locked in a room that has several baskets filled with Chinese symbols. The Educational Excellence for All Children Act (1999) was reformed by the federal government when a 1983 report stated that American Education was at jeopardy and needed to be improved. This report suggested that it would: “Raise high school graduation requirements for English, math, science, social studies, and computer science; upgrade elementary curriculum; and adapt more rigorous academic standards for all educational institutions using standardize tests to evaluate achievement.” Berns (2010) p. 212. Turing's analysis of the concept of computation is indisputably the foundation of computationalism, which is, in turn, the foundation of cognitive science. What is disputed is whether computationalism is explanatorily bankrupt. For Turing, all computers are digital computers and something becomes a (digital) computer just in case its 'behavior' is interpreted as implementing, executing, or satisfying some (mathematical) function 'f'. As 'computer' names a nonnatural kind, almost everyone agrees that a computational interpretation of this sort is necessary for something to be a computer. But because everything in the universe satisfies at least one (mathematical) function, it is the sufficiency of such interpretations that is the problem. If, as anticomputationalists are fond of pointing out, computationalists are wedded to the view that a computational interpretation is sufficient for something to be a computer, then everything becomes a digital computer. This not only renders computer-talk vacuous, it strips computationalism of any empirical or explanatory import. My aim is to defend computationalism against charges that it is explanatorily bankrupt. I reexamine several fundamental questions about computers. One effect of this computation-related soul-searching will be a framework within which 'Is the brain a computer?' will be meaningful. Another effect will be a fracture in the supposed link between computationalism and symbolic-digital processing.
In this paper I will evaluate and present A.M. Turing’s test for machine intelligence and describe how the test works. I will explain how the Turing test is a good way to answer if machines can think. I will also discuss Objection (4) the argument from Consciousness and Objection (6) Lady Lovelace’s Objection and how Turing responded to both of the objections.
