Adult Students: Recruitment and Retention
How to attract and retain adult students is an enduring question for providers of adult education. Adult students must juggle competing demands on their time from study, family, work, and other commitments; their learning goals are often different from those of educational institutions and providers; and their needs and aspirations may change during the education process, sometimes as a result of it. This Brief reviews recent research related to adult student recruitment and retention and provides guidelines for recruiting and retaining adult learners.
Adult Students and Persistence
Adult students' participation and persistence in educational activities ranging from adult literacy to doctoral programs is a complex phenomenon involving an array of factors. Adults are often affected by situational factors beyond their control—job, health problems, financial problems, legal problems, personal or family problems (Belzer 1998). Likewise, dispositional factors such as expectations, self-esteem, level of family support, and past educational experience, can be barriers to participation (Hubble 2000). Institutional factors such as red tape, program fees, scheduling, and procedures can either help or hinder participation (Quigley 1998). In fact, adult students who drop out are often actually "stopping out"—that is, interrupting their studies but planning to return (Frank and Gaye 1997)—or attending other institutions (Hoffman and Elias 1999).
Recruitment
Adult participation is shaped by access to program information; recruitment should be viewed as a multistep process of drawing people into programs rather than motivating them to sign up for a single course (Bond, Merrill, and Smith 1997). That process begins with promotional information to prompt participant contact; it continues with a prompt response to initial contacts, providing details by phone or print, and inviting potential participants to a local information session. Follow-up on initial contact is crucial; one study of adults who contacted literacy programs found that the most common reason for not enrolling was not getting a call back (Long 2001).
Promotional materials should be inexpensive and eye-catching. They should provide basic information that speaks to potential participants--for example, "It's fun, it's free, it's local and there's assistance with child care" (Bond, Merrill, and Smith 1997, p. 9); and they should stress the nonschool nature of programs. Program information can also be provided in face-to-face contacts-knocking on doors in local neighborhoods or staffing an information booth at a community fair (Lankard, Nixon-Ponder, and Imel 1995), on the shop floor (Hellman 1995), or in neighborhood churches, unions, or human services agencies (Gerardi and Smirni 1996).

Although tradition is most commonly thought to be somewhat of a social glue that holds families and communities together, Shirley Jackson reveals a whole new side consisting of the dangers following traditional practices. The lottery is normalized as being an early summer ritual that proves to be consistent and promising in a plentiful harvest, as mentioned by Old Man Warner. The real purpose of the lottery is never fully explained, but it is still conducted every year without suggestion of discontinuation. There proves to be a pattern of tendency to be trapped by tradition.
Beginning in the 1850’s, Southern states of the United States began to demand their rights as slave owners and felt as though the institution of slavery was being threatened. The secession of the Southern states began in the year of 1860. Each state which wanted to secede from the Federal Union wrote documents declaring their secession and the reasons which prompted their decision to secede. Within these written documents, it is made clear that the South was unhappy and believed the North was not protecting their rights associated with slavery. They stated their disapproval towards the anti-slavery actions and attitudes of the North. The South’s reasons for seceding were centered around the protection of slavery, which they felt was being threatened
Tensions between the North and South had grown steadily since the anti slavery movement in 1830. Several compromises between the North and South regarding slavery had been passed such as the Nebraska-Kansas and the Missouri act; but this did little to relieve the strain. The election of President Lincoln in 1861 proved to be the boiling point for the South, and secession followed. This eventually sparked the civil war; which was viewed differently by the North and the South. The Northern goal was to keep the Union intact while the Southern goal was to separate from the Union. Southern leaders gave convincing arguments to justify secession. Exploring documents from South Carolina’s secession ordinance and a speech from the Georgia assembly speech will explain how the Southern leaders justify the secession from the United States.
As the 13 colonies were established, diversities already started to appear. The South was focused on cops and tobacco, known as "Cash Crops". In order to produce these, large labor was necessary. The South bought slaves from Africa in order to fulfill these labor intensive jobs. The North on the other hand grew industrialized. They build factories all over their territory. With the invention of the Whitney's Cotton Gin, it was easier to farm the fields. With this invention, time was saved and more cotton and tobacco could be produced. But in order for this to succeed, more slaves were needed. This drew to tension between the North and the South as the North was against slavery.
The Fugitive Slave Act of 1850 was passed by Congress as part of the Compromise of 1850 between the North and South. This act required that any and all escaped slaves were to be returned to their owners and that all officials and citizens were ordered to cooperate with this law. Anyone that did not follow this law would be condemned a criminal and subject to harsh punishment. Many states tried to counteract both of these laws by passing personal liberty laws. Solomon Northup is the most popular case; he was a freedman who was coaxed into going into Washington, D.C. and was kidnapped into slavery.
