The Effect of ICT on the Local Community
Public Libraries
Members of libraries can use the ICT facilities there to access
Internet and e-mail or even programs such as Microsoft office, which
includes PowerPoint, Word, Excel, Access and FrontPage. Using the
Internet at libraries can be a waste of time because sometimes the
computers maybe slow or busy. When using e-mail it can be frustrating
because some of the domains have been blocked, this only affects
children mostly. Other computer hardware is available, for example,
speakers, scanners or printers. Most libraries also give free access
to their ICT equipment.

When using the libraries computers, most of the websites for children
have been blocked. This is to stop misuse of the computers and noise
in the library from children coming in and being noisy talking to each
other while on the computer, playing games. There is also not enough
privacy on what you maybe doing, for example, when logging on to
certain websites someone could see you type in your password. You are
also restricted to using ICT because of the times that the library is
open and in most libraries time slots of 1-2 hours are given.
Libraries ICT equipment is not used to the best of its ability because
some of the staff haven't been fully trained. This could affect the
way some people are put off going to the libraries.
Cyber Cafes

[IMAGE]People can go to cyber cafes and use the Internet relatively
cheaply. The Internet they use is broadband, which is fast, and people
can enjoy tea, coffee, other drinks and food whilst they enjoy the
Internet at the same time. Cyber cafes share many of the
disadvantages, as libraries such as time restrictions, lack of privacy
etc. The cyber cafes are a bit more lenient when it comes to
restrictions comparing cafes to the libraries. Hardware is also
available in cyber cafes as it is in the libraries. Cyber cafes have
their good and bad points.
Now it seems like as if people do not even know how many or how far a library is. “We used to go the library whenever we were curious about something”, he says, “but now, you can just computer things.” He also emphasizes that it’s good to have resources nearby you, and learn from them, but he also feels like people are getting dumber because of the computer. Does technology affect people or do people affect technology? Technology affects every aspect of our lives, we all use it every day with little thought. People take it for granted, sometimes knowing little about what brought that technology into existence. At the same time older generations have a hard time adopting the new technologies and continue to favor technology they are accustomed. The idea of technology is as old as the human race. To understand technology; first we need a common definition. Technology is anything that makes a task easier for someone or something.
This break from the traditional school library is not without concern. Although people may percive many cost savings, purchases and the maintenance of technology is very expensive. Many people do not enjoy reading on a screen and children can be distracted easily. New systems and strategies must be put into place to train school librarians and teachers on how to best utilize the new 21st century library media center. Although these are legitimate concerns, technology has changed society aand it is the obligation of the american public school library to reflect these changes.
Firstly recorded in the report of the National Telecommunications and Information Administration (NTIA) survey in 1995, (Servon, 2002), the term Digital Divide presents an interesting quandary of information and communication technologies (ICT) disparities among countries in the world, especially between developed and developing countries. Many reports even showed that access to ICT in these information “have” and “have-nots” countries was unequally even (Bridges.org, 2001; Fuchs & Horak, 2008; Norris, 2001 ; Van Dijk, 2009). Nonetheless, though inequities in access to ICT are most evident across countries, the same pattern is found within the countries themselves. In the U.S, for example, the gap in ICT access does exist between the low incomes and high income households, the unemployed and employed Americans and those living in central cities and rural areas (NTIA, 1995, as cited in Servon, 2002). In other words, it has been proved that there is an “information underclass” within population of a country (Wolff & MacKinnon, 2002, p. 1). Owing to this fact, Marc Prensky (2001a, 2001b), introduces additional notions in describing the gap, Digital Natives and Digital Immigrants. Based on these two concepts, I developed a poster for my final assignment. Thereby, to complement the poster, explanations cover both Digital Natives and Digital Immigrants and their multifaceted dimension will be briefly elaborated in following paragraphs.
Computers are a magnificent feat of technology. They have grown from simple calculators to machines with many functions and abilities. Computers have become so common that almost every home has at least one computer, and schools find them a good source for information and education for their students (Hafner, Katie, unknown). Computers have created new careers and eliminated others and have left a huge impact on our society. The invention of the computer has greatly affected the arts, the business world, and society and history in many different areas, but to understand how great these changes are, it is necessary to take a look at the origins of the computer.
The use of technology has become more and more common, almost every household has some form of technology, this drastically effects several areas of society in positive ways, including education. Many students not only have computers to help them with their schoolwork, while teachers use technology to better their lessons. Classes have become more versatile through all the advances you can now take college courses on line at home or at your high school if you have access to the right technology. Students have better communication with teachers, do most of their work and research via internet. The development of technologies like wireless Internet, text messaging and smartphones have completely transformed the way people keep contact with each other. Technology is unavoidable in our modern lifestyle. You wake up, you use technology; you use technology while cooking, while eating, while driving. While you’re lying in bed before you fall asleep, you use technology, technology wakes you up in the morning. Is all the technology around you good for you, or is it harmful to your health? Was our society healthier or safer before all the advancements? So many questions and concerns about all of the technology we crave, but there are very few people who know the answers. Technology affects all parts of human life. It can create jobs, motivate people to get active, and assist people in learning, but this does not balance out that there are dangers that follow the use of technology.
It seems like many people use or have access to the internet. Unfortunately, this is not the case due to many varying factors. The gap between the low-income and the high-class is widening making it impossible to afford internet access. People who can’t afford internet access, most likely can’t afford a computer. Meinrath, Losey and Lennett (2011) mention why achieving digital equality is more complex than it seems. Fung (2013) discusses in further detail why those who access the internet using their smartphones (mobile device) only limit themselves to what mobile internet provides. Cohen (2010) and Unknown Author (2011) discuss why the elderly play an important part in the digital divide. These factors only feed into the digital divide that somehow needs to be addressed. Rusli and Clark (2013) provide a good example of what can be done to address this matter.
Instead of helping people become more productive, modern day conveniences have increased the demand of everyday life. Society’s point of view has shifted from designing products to help lives become easier, to designing time saving convenience products. Provided, people have become more productive, these increases in productivity are not on par with increases in wages. Lives have become overrun with modern conveniences, it is difficult to imagine a society without them. Instead of helping these everyday technologies have set the bar too high, and it is causing everyday life to become too stressful.
Technology has affected society and its surroundings in many ways. In many societies, technology has helped develop more advanced economies (including today's global economy) and has allowed the rise of a leisure class. Many technological processes produce unwanted by-products, known as pollution, and deplete natural resources, to the detriment of Earth's environment. Technology provides a tool for the delivery of library service. Technology also shapes and limits how service can be delivered. The effective library building supports changing service patterns, changing modes of service delivery, and changing technological applications.
