Introduction The Human Development Index (HDI) was designed “as a frame of reference for both social and economic development” . With this index, as well as other cumulative indexes, there is a problem as to how well the index actually measures what it wants to measure; whether the data is accurately portraying the true reality of half of the population, or if it is only projecting the general consensus of a population skewed because the range of data is too big. An index that might more accurately portray half of the population of a country is the Gender Inequality Index (GII). The GII looks at the differences between men and women in a country. The index includes the level of empowerment for each gender within a country, labor market participation, and reproductive health values. Due to these subparts, the index can more accurately portray how well off women are within a country, and the level of equality in that country. This leads me to my question- to what extent do HDI and GII rankings in Cote d’Ivoire and Finland accurately portray the overall quality of life for women in those countries? While the HDI shows an overall consensus of how well off a country is, it does not show the differences between men and women, thus the GII gives a more accurate portrayal of a situation within a country; but the true indicator is the effectiveness of legislature and the government in that country, not the rankings that are given in a cumulative index. To understand the theory of gender inequality better, it is necessary to confront the obstacles that have limited prior attempts. Amongst these, one the most important ones is the strong urge to minimize all explanations of gender inequality to some fundamental contrast between the sexes.
Gender inequality specifies to unequal treatment or approach of individuals based on their gender. It occurs from differences in socially constructed gender roles as well as biologically through chromosomes, brain structure, and hormonal differences. In 2006, the World Economic Forum introduced The Global Gender Gap Index. It is a framework that captures the magnitude and capacity of gender-based disparities and tracking their progress. The index measures national gender gaps on political, economic, education and health based criteria, and provides country rankings that allow for effective comparisons across regions and income groups, over time. The rankings are mainly designed to create a greater awareness among a global audience of the challenges posed by gender gaps and the opportunities created by reducing them.

Each country has different aspects that they focus on depending on their culture and beliefs. However, the most common theme around the world was the wage gap and domestic violence for women. According to the “Violence against Women” article 1 and 3 women experience violence by intimate partners worldwide (Violence against Women, 2016, pg. 1). Unfortunately, this has increased the global rate of intimate partners who have committed murders of women to 38% (Violence against Women, 2016, pg. 1). These are significate numbers, yet worldwide women are being treated worse than men are treated. The same goes for the wage gap. In the United States it is hard for a women to get a job as a CEO or high ranking yet 56.3% of women 15 years or older were working according to the Gender Inequality Index in 2013. This relates directly to a global wage gap and glass ceiling placed on women worldwide because the Gender Inequality Index states that worldwide 50.3% of women 15 and older were working in the work force. However, they were being paid less and were less likely to get promotions when compared to men. The fact that women in other countries are married at younger ages and having children also puts them at a disadvantage because they are mothers meaning they will be paid less for having children. Secondly, I find that the social movement needs a great support system from the policy-makers and those who set-up projects and lastly, in turn to promote discussions, acquire information, and extend useful approaches through networks must be established. As for the women’s civil society movement, initiating responsibilities as suppliers of useful information to policy-makers on their necessities, future approach and gender discrimination might support them to get their voices being heard.
