This article points out the flaws in our modern education systems. Students should enjoy school and feel as though they are learning important things in the subjects offered. The education system is arguably the most beneficial system in the world; however, it also contains many controversial practices. Proper funding, discrimination, and curriculum are just some of the problems in today’s education system. Everyone has a different opinion about what is best for our children and it is impossible to please everyone. As long as the educational system is in tact, then there will be confusion and debate within the system and its’ administrators. The only thing that can be done is attempting to make it so that everyone will benefit equally, but this is much more difficult than one would assume. I will focus on the aspect of discrimination on minorities within special education and more specifically the following questions: Does the special education system discriminate against minorities? If so, how? What can be done, if anything, to correct or improve this system?
Today, the way the educational system works in the U.S. concerns a large number of people in this country. "Only 25% of adults have a great deal of confidence in the people running education, according to the General Social Survey, down from 49% in 1974" (Russel 4). A lot of discussions have been held to find the best ways to improve teaching methods. At the same time, people recognize that a very valuable solution to increase the level of education in the United States is to look at some problems that cause difficulties and hamper the enhancement of the quality of education. The first step is to define these problems. As in every country, the U.S. wants to develop its national standards in education and wants them to be high. This has always been a government function. Being democratic, the government is trying to fit the qualities of democracy into the way to set these standards. Of course, this is not an easy task since this country has a very diverse population. To please everybody has always been an almost impossible task. Despite this impossibility, national standards have already been set. "If a visitor from another nation was dropped into an American public school classroom without knowing the state or the region, he or she would be likely to see the same lesson taught in the same way to children of the same age" (Ravitch 9). Everything seems right except the fact that the abilities of children are different. Not everybody is able to study at a college; not everybody wants to continue being educated. It is obvious that every country wants to produce as many educated people as possible. But, at the same time, every country needs workers because, regardless of the fast development of technology, there is still a great necessity for human labor. To satisfy all the necessities of the country, the government should provide different kinds of education. In modern times, special education refers to individualized instruction provided by school districts that fit the needs of a student’s exceptionality (Turnbull, Turnbull, Wehmeyer & Shogren, 2013). Special education is a rewarding field that encompasses the success of all learners with exceptionalities. Consequently, professionals in this discipline have to exhibit characteristics such as patience, ardor, and empathy. These individuals also have to be “self-aware culturally,” and by meeting that idea, they have to “become aware of [their] stereotypes, biases, and prejudices” (Turnbull et al., 2013, p. 74).
The students in our classrooms, both special education and general education classrooms, require individualized education to reach their full potential. Each child’s potential is different just as each child’s road to reach it is different. Our job as teachers is to be there for the student’s to help them reach their potential through their own unique way.
Disproportionate identification of minority students in special education is a major concern in schools today. This paper describes the issues in the assessment process with minority students and how we have arrived at a situation where minorities are being misdiagnosed into special education programs. Additionally, several legal cases are mentioned which show numerous actions and rulings that have tried to correct the disproportionate identification in special education. Some of the legal cases discussed include Larry P. v Riles, Diana v. State Board of Education, and Guadalupe v. Tempe Elementary School, which all significantly impacted special education today. Additionally, the Individual with Disabilities Education Act has enforced that minority groups must receive an equal education in the least restrictive environment possible. It is our duty as teachers and citizens to abide by these laws and find different ways to assess and correct the disproportionality of minority groups that exists today.

Because it is only through an increase in awareness that access to this much needed funding will be made available. Therefore, this awareness will eventually allow students with disabilities to have access to educational equality. However, if this is not achieved then these students will continue to suffer the ill effects of being denied access to education. While, luckily, the majority of American student do not have to fear assassins, their futures are still deepened on “their right to live in peace, their right to be treated with dignity, their right to equality of opportunity, their right to be educated” (Yousafzai, n.d.).
I have been a Special Education Para-Educator for eleven years now. My decision to do this was based on the needs of my family and kids. When my last child was born, the doctors did not think that he would make it. He had a heart malfunction and was born with RSV and Von Villibrantds disease (which I did not find out until he was three); those factors lead me to want to work with special education kids, knowing that I could make a difference.
The true purpose of school is to prepare children for their future in becoming lifelong learners and global citizens. For children with special needs, special education services prepare and provide support for them in dealing with the challenges they face daily. Laws such as Individuals with Disabilities Education Act has enforced schools to provide education to all children and reinforces the purpose of the school, which is to provide children the Least Restrictive Environment to help them develop to their optimal potential. There are myriad of concerns regarding inclusion’s effect on typical developing students, yet a research done by Bui, Quirk, Almazan, and Valenti shows that “[p]resence of students with disabilities results in greater number of typical students making reading and math progress compared to non-inclusive general education classes” (p. 3). Therefore, inclusion not only benefits children with disabilities, but it also benefits typical developing student’s academic skills and allows them to learn acceptance and respect for students with disabilities.
However, it still met with inconsistent criticism due to the myth that “positive intervention” doesn’t work and draining resources of regular courses. However, evidences shown prove the opposite effect. Special education is constant need of more funding – especially when it constantly gets budget cuts from congress and thus, schools are unable to keep up with the afford to provide the necessary need of special education (Wall 2014). So the myth of special education draining resources is the no way the truth. How could they be able to drained resources from other students if the programs themselves are in limited supply? Lack of understanding and easy to become a scapegoat for the blame of overall score of a school being poor is quite easy to pit the blame. Another reasoning is due to socialization—the label of being placed in special education is rather an unfortunate burden that could follow the child (Huerta 2015). Often times, stereotypes are attached and are considered inferior to other students, potentially adding onto potential fears. In society today, there are many children and parents who face the diagnosis of having a developmental disability that would qualify them for special education and needs. This time can come with many questions for the parents when they realize the specialized care and education their child will need. Most often, questions arise about their schooling and how they will be included with other children, as well as what services are available to their child. How their disability impacts their life is a very valid concern because their education will be impacted. When a disability is discovered, it effects trickle down from the child to the parents, to the teachers and finally the medical and educational specialists.

Really, special education is a about teaching, and finding the appropriate ways to teach those students who may need additional help or who may not be able to learn in a traditional classroom setting. 6.4 million children with disabilities between the ages of 3-21 receive special education services, so there is a real need for great special education teachers in schools. One thing I was really unaware of before taking this course is how many different types of students need special education, and I had a very narrow view of what a disability was. I am now aware that students who receive special education may have speech/language impairments, autism, intellectual disabilities, hearing or vision impairments, emotional disturbances, and many more. Special Education is the education of students with special needs in a way that addresses the students’ individual differences and needs. And it is a specially designed instruction that meets the needs of students with disabilities as they attend to school, it also includes related services and supplementary aids and services. It helps every student with disabilities to have a chance to learn and showcase their own talent and intelligence. Without these students, Special Education wouldn’t be an organization or community who are willing to help these students with disabilities to learn and to attain their needs.
