Introduction:
Sayano – Shushenskaya Hydroelectric power station is located on the Yenisei River, near Saynogorsk in Khakassia. It was the largest hydroelectric power station in Russia and the sixth- largest hydroelectric power station in the world before. Construction started in 1968 taking 10 years for it to be built and opening in 1978. The plant was designed by the Leningrad. After the fall of the Soviet Union the Station was privatized with RAO UES becoming the main shareholder. RusHydro operated the plant, controlling the output of 10 turbines which each had the capacity of 640MW. The station was one of the largest contributors to the local electrical grid as well as more than 70% of the generated power going to Aluminum Company called Rusal’s four smelters in Siberia.
On the 17th of August 2009 at 8:13AM local time (00:13 GMT) at the Sayano- Shushenskaya Hydroelectric Power station a massive accident occurred when the structure, design, maintenance and safety checks of turbine 2 all failed each other and caused massive destruction and death.
Background:
The Sayano- Shushenskaya Hydroelectric Power Station was the largest hydroelectric power station in Russia. Operated by the RusHydro. On 17th of August 2009 at 8:13AM local time a major accident occurred. The water running turbine two ripped it out of position lifted it up 14 meters in the air, the turbine to continued to spin ripping concrete and scattering it around it. The Solution to the aftermath of the accident was the spillway was regulated to decrease the water level of the reservoir by 3 to 5 centimetres. Floodwater was pumped out from the engine room by 24 August 2009. On 28 August, the search and rescue operation was completed, and the state of emergency imposed in Khakassia on 17 August 2009, was lifted. The solution to the massive power loss was the accelerating the construction of the Boguchany hydroelectric power station to replace the lost generating capacity. Chemical Sorbents were used to soak up the oil spill in Yenisei River and was fully removed by 25th of August 2009. 19th of August was declared a mourning day in Khakassia and 25th of August was declared a mourning day at the RusHydro Company.
Every so often workers have to go up the tower and unwind the wire that is located in the generator at the top of the tower (Campbell). The reason they have to unwind the wire is so the wind turbine can turn into the wind to create energy. These wind turbines only rotate one way, they don’t rotate both ways, so after a while the wire turning the wind turbine tightens and the wind turbine is unable to turn anymore. So the workers have to go up to the generator of the wind turbine and unwind the wire manually (Campbell). Also, with all the wiring and gears up in the generator, workers have to go up the ladder which is found on the inside of a turbine, and check to make sure everything is alright (Gipe).
The disaster which occurred on the 15th of October 1970 and the tragedy of the 35 deaths was utterly unnecessary. That it should have been allowed to happen was inexcusable. There was no sudden onslaught of natural forces, or no sudden failure of new or untested material.
At the end I come to conclusion that BP was not properly prepared for any disaster like that there risk assessment related to project is very limited and even not considered seriously about it for their own progress and putting live of public and employees in danger by not following the standard SOP of particular project. Even after incident happened they try to close their eyes on reality. The company should take this incident as alarm and should implement proper risk assessment for future and also compensate damages on ethical ground and if they counter this situation in good way their loss of bad reputation will be lesser as it predicted to be they should considered their responsibility towards society as well by doing this they not only making other people lives better but also earning good will to their company.
