The Conval School District became what it is today in 1988 (Appendix E). Conval has gone through a number of changes throughout the years. The region started with each town having individual schools representing kindergarten through high school. In approximately 1971 members of the Antrim school board explored whether to combine Antrim with the neighboring Hillsborough-Deering School District or the Peterborough School District. Members of the Antrim school board favored the Peterborough School district and eventually voted unanimously to consolidate with Peterborough. Eventually, each town decided to come together to create one district that incorporated the towns of Temple, Francestown, Bennington, Greenfield, Hancock, Sharon, Peterborough, Dublin, and Antrim. Peterborough would serve as the centralized location for the SAU and the high school. The towns came together to form the cooperative school district in 1968 (B. White, personal communication, March 3, 2016). The district has been facing efficiency hardships since at least 1965 (Appendix E). Further research is needed to investigate how to get stakeholders to buy in and create meaningful change within the school district budget.
The Contoocook Valley School District (CVSD) has had the budget process impacted by outside forces and inefficiencies due to several factors. CVSD has been squeezed by a 10% increase in Workers’ Comp and Liability, 19.9% health insurance rate increase, a move to larger deductible design, 3.5% transportation contract increase, decrease in bond interest, no HealthTrust revenue, and changes to the state government that have limited the funding of public schools (Appendix A). With all of the research that was investigated pointing towards maintaining the current model of community schools, it appears the district needs a fresh approach to what type of change needs to happen. The budget speed bumps are going to continue to be present each year. In completion of a comprehensive proactive budget process. The conversations need to start shifting away from consolidation. Consolidation is beginning to look like a road block rather than a bridge to an efficient and high performing school district.
