Behind Millerton Lake, lies an existing structure made up of concrete of 319 foot high, this dam is called the Friant Dam. In the San Joaquin Valley below the project's authority of Fresno, Madera, Kern, and Tulare; the water holds and deliver up to a million acres. In 1933 and throughout 1934, the state couldn't find enough contributors to buy revenues bonds to complete the project. Luckily, the River and Harbors Act of 1935 by the United States Congress came through and financed under the United State Army Corps of Engineers.

On September 10, 1935, President Franklin D. Roosevelt help transferred a $20 million from Emergency Relief Act funds to the department of interior for construction of Friant Dam. The following year coming, he signed the act. Projected cost of the Friant Dam and Reservoir came in at $14 million, the Friant-Kern Canal came in at $26 million, and the Madera Canal was $3 million. The dam was built by the United State Bureau of Reclamation and the Faint dam was completed in 1942.

The primary purpose of Friend dam is to help regulate the flow of San Joaquin into available uses of its environmental, wildlife, and farmer’s impacts. The dam controls the flow of water delivery where it needs authorization first before the schedule can release any delivery waters into canals, steam, and wild life habitats. There will be agreements and many protocols to do with it first to avoid unnecessary spilling. There are 5 release schedules which include quantity of water available, time water, flood control requirements, release schedules from storage reservoir above Millerton Lake, and water user requirements. These benefits of flood control, storage management, modification into Madera and Friant-Kern Canals, to stop salty water from abolishing thousands of lands in Sacramento and throughout San Joaquin Delta, as well as deliver masses of water into agricultural lands in 5other counties in the San Joaquin Valley.

Furthermore, even though the Friend dam is the first primary purpose of it; it also follows a secondary purpose also. And that would be the Friend Power Authority which has 4 power plants. And within the plants it has turbines in it. What this turbine does it is that it generates water into the channel or tubes, and then it let it out into the four outlets which flows out into its benefits locations.
