Challenges in Human Resources

The Eastern Regional Health Authority (ERHA) is one of the leading health authorities within Trinidad and Tobago and has over 2,500 workers, which splits up into different departments such as; Human Resources, Accounts, Pharmacy, Nursing and Communications just to name a few. Like any other organisation the ERHA is faced with its own internal problems. The Human Resources Department is divided into four units:
1. General Manager – Human Resources (GM-HR)
2. Employee and Employment Services Department (E&ES)
3. Industrial Relations Department (IR)
4. Organisational & Employee Development (O&ED)
There are few challenges that the HR departments encounter and some of those challenges are; poor recruitment and selection practices and lack of training and development.

Poor Recruitment and Selection Practices

Recruitment is a process of actively seeking possible applicants for employment, whereas, selection refers to the process by which it tries to identify applicants with the necessary knowledge, skills and other characteristics that will help the company achieve its goals (Raymond A. Noe, 2015, p. 84). The selection process has many generic standards which are sometimes based on reliability, validity, generalisation, utility, and legality. However, this does not always happen because, there is not always funds available for sending employees on training and development programs because sometimes funds were to be reallocated to pay overtime bills to managers.
