Australia's public housing is not adequately providing safe and secure housing for the disadvantaged and needy. This paper will demonstrate the issues that arise from the poorly planned public housing developments, particularly the issues concerning spatial concentration of commission homes in low socio-economic areas. Australian government agencies are currently exploring solutions to the problems caused by public housing estates, developed primarily following World War II to address the shortage of housing. These homes built around the period of 1940-1960 have created 'stressed' suburbs (National Archives of Australia, 2011). The physical problems of aged infrastructure and inadequately designed housing reflect only part of the issues faced by tenants who are increasingly characterised by poverty, high unemployment and low education levels. Moreover, “within some estates crime and incidences of violence are increasing and tenants are more likely to have involvement with crime as a victim and/or offender” (Athurson, 2002, p. 3).
This essay will reveal the need to create a more balanced social mix throughout suburbs and regions in Australia to stop the cycle of disadvantage. Moreover, it will provide information on the current issues surrounding social housing, the authorities’ proposals for a resolution and the expected benefits that should result from the new approach to public housing developments. Various strategies are being tested throughout estates in Australia to resolve the issues manifested in large social housing estates. Government bodies are always developing new ways to improve the social balance within neighbourhoods but unfortunately these drafts are not always taken in to action (Jamrozik, 2005). A recent draft report by the European Council on Employment and Social Policy (European Commission, 2001, p1) refers to the socially excluded as people being “prevented from participating fully in the economic, social or political life of the nation”. There is extensive agreement with Atkinson’s (2002, p. 4) belief that social exclusion leads to “poverty, income inequality, low educational qualifications, labour market disadvantage, joblessness, poor health, poor housing or homelessness, illiteracy and innumeracy”.

The connection between poor living conditions, low income families, and inequality of varying groups go hand in hand when dealing with poverty as discussed in Evicted by Matthew Desmond. These issues are often swept under the rug for those not immersed in the situation and can even be unknown. There is gender inequality which can affect every aspect of life, including dwelling. There is also racial inequality which also renders the quality of life. Both themes have a deeper meaning and are connected at the source of poor education and job discrimination.
With increasing housing prices, it is not bearable to indigenous residents. The author reiterates that many residents of gentrifying neighborhoods fear the possibility of being displaced and are unsettled by the feeling of being pushed out. The issue of displacement in gentrifying areas is one of the biggest issues implied in this chapter. This relates a lot to my research because of the fact one of the main concerns mentioned in my research is figuring out what occurs to residents who are displaced from their homes because they are not able to afford their rent? There must be a certain mechanism that tap the wealth created by gentrification for the benefit of indigenous and poorer residents who may wish to one day live in a neighborhood.
The United States’ government has always had a hand on our country’s housing market. From requiring land ownership to vote, to providing public housing to impoverished families, our government has become an irremovable part of the housing market. The effects of these housing policies can affect American residents in ways they might not even recognize. As several historians have concluded, many housing policies, especially those on public housing, either resulted in or reinforced the racial segregation of neighborhoods.
Public housing was designed to liberate the city and streets of vagrants and paupers; however, in spite of strong support and investment, in practice it did not achieve that feat. The article The Beginning of the End of a Modern Ghetto by Sudhir Alladi Venkatesh discusses the racial and class stereotypes that obscured the way Chicago's Robert Taylor Homes functioned. When it opened in November 1962, Robert Taylor Homes, were twenty-eight sixteen-story buildings containing 4,300 units on Chicago's South Side, and was considered the world's largest public housing project. This demonstrated how much space and money was invested into this public housing project. The managers of the Chicago Housing Authority at first tried to work with the tenants but were quickly overwhelmed by the task of maintaining the enormous physical plant inhabited by thousands of children. The tenant applicant screening committees of managers and tenants eventually stopped meeting, the population grew steadily poorer, and by the 1970s single mothers on welfare made up the majority of the adult residents. Atkinson (2000) among many others conceive of residential segregation as a multidimensional phenomenon that can be solved using empirical analysis. Homelessness is all our responsibility. Waking every morning in a warm bed in a secure house for some Australians is only a dream. Every day more and more people are becoming or are at risk of becoming homeless as the global economy crumbles away and monetary resources become harder to find. What is homelessness: the Australian Government Department of Health (2005) defines homelessness as a person who is without a conventional home. Homeless Australians have become disconnected from family and friend and has few, if any resource and very little prospect of achieving financial independence without Government assistant. This assessment will talk about Australia’s history with homelessness, it will go onto to talk about the Government’s role in preventing homelessness and the AASW view on the current social problem. An example of how human service delivery organisation are impacted by current political and society’s view. Homelessness has a face and now more than ever society must ensure that the Government fulfils promise made to all of its citizens.

Beginning in the 1960s, middle and upper class populations began moving out of the suburbs and back into urban areas. At first, this revitalization of urban areas was 'treated as a 'back to the city' movement of suburbanites, but recent research has shown it to be a much more complicated phenomenon' (Schwirian 96). This phenomenon was coined 'gentrification' by researcher Ruth Glass in 1964 to describe the residential movement of middle-class people into low-income areas of London (Zukin 131). More specifically, gentrification is the renovation of previously poor urban dwellings, typically into condominiums, aimed at upper and middle class professionals. Since the 1960s, gentrification has appeared in large cities such as Washington D.C., San Francisco, and New York. This trend among typically young, white, upper-middle class working professionals back into the city has caused much controversy (Schwirian 96). The arguments for and against gentrification will be examined in this paper.
The solutions to residential segregation could be classified according to the basis which include place, people and indirect approaches (Bouston, 2013). The main aim of policies based on place is to improve the amenities and housing stocks in black dominated neighborhoods as a means of encouraging the white to settle in these areas or alternatively creation of affordable options for housing in the whites’ neighborhood to encourage the white settling in such places. However the challenges to this approach is that research conducted showed that the white households still had a negative mentality towards the black neighborhoods and no matter the improvement to these neighborhoods, they still won’t move.
