A firm, well-defined chest can be the ultimate sign of femininity or masculinity. However, if you store excess fat in your upper chest, you might be plagued with sagging breasts or man boobs. Because solely spot reducing fat from your chest isn't possible, you must lose total body fat to slim down your problem area. (See References 1, p. 34) A healthy diet, cardio and strength training can help you accomplish this. Then targeted exercises can work your pectorals under the fat, to firm up your chest.
Step 1

Accumulate a deficit of 500 to 1,000 calories a day through diet and exercise. Because 1 pound of fat has 3,500 calories, you'll end up losing 1 to 2 pounds a week, which according to the National Heart, Lung, and Blood Institute, is safe, do-able, and maintainable long-term. (See References 2)
