The Finnish National Board of Education (FNBE) is responsible for the developed work of the Finnish study programs. The FNBE is supervised by the Ministry of Education and Cul-ture. The FNBE regulates the national directions and objects for the pre-primary and basic education, general and vocational upper secondary education and training and adult education. The FNBE is coordinating also the qualifications which are required in each study program. (The Finnish National Board of Education 2012.) Public authorities must offer different opportunities in the education for every person in Fin-land because of the basic right to education and culture. People have an opportunity to get more education after the compulsory education. The pre-primary and the basic education are free for all citizens. Also many schools doesn´t get any fees from the education. (The Finnish National Board of Education 2012.) The dimension of the education is defined as European Credit Transfer and Accumulation System (ECTS) which is used all over the Europe. The system is supervised by the European Commission. One credit corresponds to 25-30 hours of study work. (European Commission 2013.) 2.1 Health education in Finland Studying health care is possible in vocational education and training, universities of applied sciences and in universities. In vocational education and training there´s possible to study the basic examination in social and health care which degree is practical nurse. Students have a possibility to choose one training program which is rehabilitation, children´s and youth care and education, mental health and substance abuse, welfare work, nursing and care, care for the disabled and care for the elderly. School of Nursing contains education in following areas: com-munity health, maternal & child health, mental health, adult health, research, education and administration. In Nursing Programme it´s possible to have a degree in Master of Science and in Master of Philosophy. The length of the Master of Science degree is one year and in Master of Philosophy two year. University of Ghana has also School of Public Health where is possi-ble to study degree in the Doctor of Philosophy which length is three years. (University of Ghana.) Nursing and Midwifery Council of Ghana gives a work permit to nurses who want to practice their profession in Ghana (Nursing and Midwifery Council of Ghana 2013). Students can ap-ply a student loan for the studies (Students Loan Trust Fund 2013).
