Since LHS is the only high school in the city, I want to first give an insight of the school’s background. According to USNews & World Report, the Total Minority Enrollment is about 27("Lewiston High School Student," 2011) and Somali is the dominant minority language here (Batalova & McHugh, 2010). Considering this huge population to open a charter school may sound rational, but again since it is a charter school, the idea should be contributed with clear proposals. The school in Lewiston will be focused on offering the ELL lesson and help them to create a bridge to catch the frequent English speakers.
Opening a charter school will cause a huge effect on the immigrant population. The biggest student group who needs to receive this ELL will be the Somalis. I recall my high school tutor experience. I found in my Ninth grade Earth Science Class, the students who are ELL learners were often struggling with the material. They always needed some extra time to understand the lecture. This directly affected their class participation grade, so they had to either preview the vocabulary for the next day’s class, or they had to review the lecture after class alone.
On the other hand, since the LHS class is mixed with students having different English learning levels, the teacher has to spend more time explaining the concept. The class somehow has to divide into subgroups to create chances for the teacher to interact with the ELL l...

This connects back to CRP’s concern that charter schools may provide us an even microscoped view of how the physical disabled or the disadvantaged can actually affect their chances to have access to the school options (Frankenberg & Hawley, 2009, p. 6). However, for this case, the school has assumed to serve to the immigrant family and most ELL students, which implies that the school has realized that the household s and the students’ parents potentially have poor English foundation. Thus, they can offer more specific services. The school’s multilingual language can conducted to the immigrant parents more effectively with advertising that is more successful. This will make the materials more available for the immigrant family which will improve the effectiveness of the charter school.
