Project planning falls in the Planning Process Group which consists of those processes to establish the projects total scope, define the projects objectives, and courses of action to achieve those objectives. During the planning process, all the documents that are needed to carry the project through the project lifecycle will be developed such as the project management plan. Project management requires repeated feedback loops as additional information becomes available and is better understood. The planning process delineates the strategy, tactics, and path to successfully complete the project. With that, the planning of a project must walk through all the those processes from executing, monitoring and controlling through the closing process.
Controlling a project is included in the monitoring and controlling process group. The monitoring and controlling process group includes those processes for tracking, reviewing, and orchestrating the progress and performance of the project. The control of a project includes the controlling of changes and corrective or preventive actions for anticipated problems. The process of controlling projects also includes controlling the cost, quality, communications, procurement and stakeholder engagement. The monitoring and control of a project is not only focused on the processes within this Process Group but, the monitoring and control of the entire effort.
Planning and Controlling are two separate process groups but are interrelated and the scope of both process groups overlap each other. By not understanding what the controlling activities will include, the planning process is incomplete. Work performance data includes the percent of work complete, technical performance measures, schedule activities, number of defects, etc. Work performance information will include status of deliverables, status of change requests, along with forecasted completion. Work performance reports is information intended to generate decisions, actions or awareness. These reports are status reports, electronic dashboards, recommendations or justification. No matter what the project information is, the key is disseminating the information to the appropriate individuals by the most effective means whether verbally, in a report, or stored somewhere. The figure below represents the flow of Project data, Information and Reports to Stakeholders and Project Team Members.
