The prison system in the United States is at the very edge. The USA incarcerates more people than all European countries combined. Judges are limited by the minimum mandatory sentence, in some cases sending non-violent drug related offenders to life in prison. The prison’s population is also growing older and sicker. Elderly inmates require more medical care and special treatment, therefore, making incarceration even more costly. On the other hand, intermediate sanctions such as house arrest, community services or rehabilitation programs are alternatives to prison, which makes this type of sentence less costly. Intermediate sanctions fall shorter than incarceration; therefore, do not remove offenders from the community. Clearly, politicians want to send a strong message to those voting citizens; they are going to keep the community safer by incarcerating those who break the law and deter others from committing new crimes. Older inmates have more security and medical needs than the average prisoner. As mental institutions closed their doors, mentally ill individuals ended up in prison rather than being sent to a place for treatment. Furthermore, the cost of maintaining an elderly, sick or mentally ill prisoner is three times more expensive than the average prisoner. If elderly prisoners were granted intermediate sanctions over incarceration, the prison system would not be as overcrowded, and it would have more beds available for violent criminals. Correctional program writing nowadays is at a level of efficiency that surpasses earlier outlooks. In territories all over the United States, there are several curriculums that use research-based curriculums to teach, instruct, and inspire inmates. Disappeared are the days of hit-or-miss execution of curriculums that seemed good, but over and over again just occupied time for the inmates. The previous evolution happened for several reasons (Corrections Today, 2010). The largest wake-up demands was the claim composed around thirty years ago. The statement made was not anything works in corrections systems, mainly rehabilitation. When envisioning a prison, one often conceptualizes a grisly scene of hardened rapists and murderers wandering aimlessly down the darkened halls of Alcatraz, as opposed to a pleasant facility catering to the needs of troubled souls. Prisons have long been a source of punishment for inmates in America and the debate continues as to whether or not an overhaul of the US prison system should occur. Such an overhaul would readjust the focuses of prison to rehabilitation and incarceration of inmates instead of the current focuses of punishment and incarceration. Altering the goal of the entire state and federal prison system for the purpose of rehabilitation is an unrealistic objective, however. Rehabilitation should not be the main purpose of prison because there are outlying factors that negatively affect the success of rehabilitation programs and such programs would be too costly for prisons currently struggling to accommodate additional inmate needs.

The United States has less than 5% of the world’s population, yet houses roughly a quarter of the world’s prisoners. That means it has 751 people in jail for every 100,000 in population. If you only count adults one in every 100 Americans is locked up. In 2012 the U.S. spent 677,856,000 billion dollars on national defense, that’s nearly 7.5 times the amount spent on education. If more money was spent on education there would be a better chance that people won’t end up incarcerated. About half of the prisoners in the United States are sentenced for non-violent crimes. Intermediate sanctions are a new punishment option developed to fill the gap between traditional probation and traditional jail or prison sentences and to better match the severity of punishment to the seriousness of the crime. Intermediate sanctions served in the community now account for 15 percent of adjudicated juvenile cases (Puzzanchera, Adams, and Sickmund, 2011). All intermediate sanctions are enforced by the United States Criminal Justice System. The main purposes of intermediate sanctions: (1) better match the severity of punishment to the seriousness of the crime, (2) reduce institutional crowding, (3) control correctional costs. Primarily, this is a needed method of punishment to make offenders accountable for the extent of crime and if so let offenders live in their communities to fulfil punishment if not too extensive.
Today, half of state prisoners are serving time for nonviolent crimes. Over half of federal prisoners are serving time for drug crimes. Mass incarceration seems to be extremely expensive and a waste of money. It is believed to be a massive failure. Increased punishments and jailing have been declining in effectiveness for more than thirty years. Violent crime rates fell by more than fifty percent between 1991 and 2013, while property crime declined by forty-six percent, according to FBI statistics. Yet between 1990 and 2009, the prison population in the U.S. more than doubled, jumping from 771,243 to over 1.6 million (Nadia Prupis, 2015). While jailing may have at first had a positive result on the crime rate, it has reached a point of being less and less worth all the effort. Income growth and an aging population each had a greater effect on the decline in national crime rates than jailing. Mass incarceration and tough-on-crime policies have had huge social and money-related consequences--from its eighty billion dollars per-year price tag to its many societal costs, including an increased risk of recidivism due to barbarous conditions in prison and a lack of after-release reintegration opportunities. For county jails, the problem of cost and recidivism is exacerbated by budgetary constraints and various state mandates. Due to the inability of incarceration to satisfy long-term criminal justice objectives and the very high expenditures associated with the sanction, policy makers at various levels of government have sought to identify appropriate alternatives (Luna-Firebaugh, 2003, p.51-66). I. Alternatives to incarceration give courts more options. For example, it’s ridiculous that the majority of the growth in our prison populations in this country is due to people being slamming in jail just because they were caught using drugs. So much of the crime on the streets of our country is drug-related.
Not everyone loves the ideas of alternatives to prison because alternatives to prison seem to work only when there is a limited number of cases that adhere to the sentence, However, when places like California is spending more money on their prison systems than on actual education, alternatives to prison seem to be the best choice (David, 2006).
In Western cultures imprisonment is the universal method of punishing criminals (Chapman 571). According to criminologists locking up criminals may not even be an effective form of punishment. First, the prison sentences do not serve as an example to deter future criminals, which is indicated, in the increased rates of criminal behavior over the years. Secondly, prisons may protect the average citizen from crimes but the violence is then diverted to prison workers and other inmates. Overcrowding in our state and federal jails today has become a big issue. Back in the 20th century, prison rates in the U.S were fairly low. During the years later due to economic and political factors, that rate began to rise. According to the Bureau of justice statistics, the amount of people in prison went from 139 per 100,000 inmates to 502 per 100,000 inmates from 1980 to 2009. That is nearly 261%. Over 2.1 million Americans are incarcerated and 7.2 million are either incarcerated or under parole. According to these statistics, the U.S has 25% of the world’s prisoners. (Rick Wilson pg.1) Our prison systems simply have too many people. To try and help fix this problem, there needs to be shorter sentences for smaller crimes. Based on the many people in jail at the moment, funding for prison has dropped tremendously.
According to the Bureau of Justice Statistics, in the year 1980 we had approximately 501,900 persons incarcerated across the United States. By the year 2000, that figure has jumped to over 2,014,000 prisoners. The current level of incarceration represents the continuation of a 25-year escalation of the nation's prison and jail population beginning in 1973. Currently the U.S. rate of 672 per 100,000 is second only to Russia, and represents a level of incarceration that is 6-10 times that of most industrialized nations. The rise in prison population in recent years is particularly remarkable given that crime rates have been falling nationally since 1992. With less crime, one might assume that fewer people would be sentenced to prison. This trend has been overridden by the increasing impact of lengthy mandatory sentencing policies.
The “Tough on Crime” and “War on Drugs” policies of the 1970s – 1980s have caused an over populated prison system where incarceration is policy and assistance for prevention was placed on the back burner. As of 2005, a little fewer than 2,000 prisoners are being released every day. These individuals have not gone through treatment or been properly assisted in reentering society. This has caused individuals to reenter the prison system after only a year of being release and this problem will not go away, but will get worst if current thinking does not change. This change must be bigger than putting in place some under funded programs that do not provide support. As the current cost of incarceration is around $30,000 a year per inmate, change to the system/procedure must prevent recidivism and the current problem of over-crowed prisons.
The economic challenges of incarcerating older prisoners are mind bottling. The estimated cost per year to detain an offender age 50 and older is $68,270. It is the after mass effects of mandatory sentencing laws, three-strike laws, and truth-in-sentencing laws. The economic impact of incarcerating prisoners, who are elderly for long periods of time, can be felt. Under the Second Chance Act of 2007, it granted elderly offenders the opportunity to be released from prison with some or no restrictions. For two years a pilot program was conducted by the Federal Bureau of Prisons to determine the effectiveness of placing eligible elderly prisoners on home detention for the remainder of their prison terms. "The fraction of the population in the State and Federal prison has increased in every single year for the last 34 years and the rate for imprisonment today is now five times higher than in 1972"(Russell, 2009). Crime is a major social problem in the United States. While the correctional system was designed to protect society from offenders it also serves two specific functions. First it can serve as a tool for punishing the offender. This involves making the offender pay for his/her crime while serving time in a correctional facility. On the other hand it can serve as a place to rehabilitate the offender as preparation to be successful as they renter society.
