Lincoln believed that a system of government divided among itself was doomed for collapse; "a house divided cannot stand." This philosophy earliest roots are evident in Plato's masterpiece, The Republic. Socrates states that perfection, which he refers to as justice, in a governed body is harmony among all classes of people-"The rebellious part is by nature the whole of vice."1 In order for the United States to survive as a nation, the government had to remain Federal. The southern establishment had to be brought back into the Union, or it had to be destroyed.2Although Socrates would agree with Lincoln's motives for preserving the Union, he would not believe his means to do so were just.
Lincoln believed that the existing Federal government was the unity that would hold the nation together through trials yet unseen. "Isn't to produce justice [perfection] to establish?a natural relation of control, one by the other?"3 Southern statesmen would surely have disagreed with Plato on this point, stating that justice is upholding the rights of individual states, which to them represented the individual person. The growing power of a centralized government threatened thier concept of idividual freedoms. This argument may have had some validity to an America just emerging from revolution against a tyrannical government. The truth of the matter was however, that the United States Federal Government, analogous to Socrates' guardian class, had the sole purpose of providing welfare and security to all citizens regardless of geographic location. The Influenza Pandemic of 1918-1919 occurred during the midst of World War I, and it would claim more lives than the war itself. The disease erupted suddenly without a forewarning and spread rapidly across the globe. It seemed as though all of humanity had fallen under the mercy of this deadly illness. Influenza had very clear symptoms as described by William Collier in his letter to The Lancet. After a patient seizes their temperature can run up to 105° or more while their pulse averages at about 90 beats per minute. The high temperature and low pulse are frequently combined with epistaxis (nosebleed) and cyanosis (blueness of the skin). The epistaxis is caused by the high temperature and the cyanosis is caused by a lack of oxygen due to the decreased pulse (Kent 34). The author of Influenza Pandemic of 1918-1919, Susan Kinglsey Kent, provides a brief history of the pandemic and documents from the time period. Many of the included documents show how unprepared and unorganized governments attempted to contain and control a disease they had never experienced, and how the expectations of the governments changed as a result of their successes and failures.
In the beginnings of the United States there was a unity called Federalism. Although legislators had serious differences of opinions, political unity was considered absolutely essential for the stability of the nation; factions. If others were to enter in to this great country they should also become intertwined in our "ways". This opinion is seen in President George Washington's' letter to John Adams. He stated that people coming into our government should be "...Assimilated to our customs, measures and laws.become one people". But he also said "they retain the Language, habits and principle (good or bad) which they bring with them" They could not only keep there religions and other customs; but have a freedom of their pursuit of happiness: first amendment right; something that was violated in the Alien and Sedition Acts. Public perceptions of factions were not related to British excesses and thought to be "the moral diseases under which popular governments have everywhere perished". At the time, the Influenza of 1918 was called the Spanish Flu. Spain was not involved in the expanding great war (i.e., World War I) and therefore was not censoring it's press. However, Germany, Britain, and America were censoring their newspapers for anything that would lower morale. Therefore, Spain was the first country to publish accounts of the pandemic (Barry 171 and Furman 326), even though the pandemic most likely started in either France or the United States. It was also unique in it's deadliness; it “killed more people in a year than the Black Death of the Middle Ages killed in a century” (Barry 5). In the United States, the experience during the pandemic varied from location to location. Some areas were better off whereas some were hit horribly by the disease, such as Philadelphia. It also came as a shock to many, though some predicted it's coming; few thought it would strike with the speed and lethality that it did. Though the inherent qualities of the flu enabled its devastation of the country, the response to the flu was in part responsible as well. The response to the pandemic was reasonable, given the dire situation, but not sufficient enough to prevent unnecessary death and hardship, especially in Philadelphia.
The increasingly diverging economies of the North and South resulted in the development of different political and social ideologies. The South’s agrarian economy resulted in wealthy plantation owners investing their money into slaves, leading to weak institutions and little innovation. While New England’s economy benefited from factories and business ventures. New Englanders invested in transportation and internal improvements. Divisions surrounding taxes, tariffs, internal improvements and states rights versus federal rights was most prominent during the 1850’s. There is no doubt that youth justice practises have changed throughout the years, these changes have been made to adapt to the new challenges that present themselves today. Crime in general, but particularly youth crime is a consistent problem for society.
Vandergoot determines that the reasoning capacity of an adolescent, the ability to make legal decisions, and filter unnecessary information is unclear to a juvenile in the justice system; the vagueness of youth stepping into the courts prevents them from fully participating in the justice system. ( Vandergoot, 2006). As a result of this impreciseness youth encounter Vandergoot concludes a separate justice system allocated for youth to adhere to adolescent needs. Vandergoot discusses the Youth Criminal Justice Act a justice system devised to adhere to youth needs. She summarizes the system that benefits young offenders in contrast to adult offenders. Vandergoot concludes “the goals of the youth legislation…its major objectives are reducing the use of incarceration for young offenders…the YCJA emphasizes restraint, accountability, proportionality, and discretion… it encourages use of extra judicial measures” ( Vandergoot, 2006, p30). Vandergoot determines that the objectives of the Youth Criminal Justice Act is in the interest of youth, however, she accounts for the long term effect on adolescence as well. Vandergoot concludes the emotional and social consequences as youth interact with the system. Vandergoot claims the system leaves juveniles “debased”, suffering an “assault on their self-image”, that “block or snares in the adolescent psyche”, ultimately lowering their motivation and self-esteem which advances youth to have the “they think I’m bad I’ll show them I’m bad” mentality(Vandergoot, 2006). The mentality that derives from direct encounters with the youth justice system, often damages the adolescence completely disregarding the purpose of a youth justice system. The influenza pandemic of 1918-1919 killed more people than the Great War, known today as World War I (WWI), at somewhere between twenty and forty million people. (1) Influenza is a virus that appeared in 1918 and caused a pandemic. It made an enormous impact that is still significant to the world today. It has pushed scientists to make advancements in the medicine and vaccination industry that continue to grow each and every day. Influenza may be a horrible thing, but without it we wouldn’t be where we are today.
Youth and juvenile crime is a common and serious issue in current society, and people, especially parents and educators, are pretty worried about the trend of this problem. According to Bala and Roberts, around 17% of criminals were youths, compared to 8% of Canadian population ranging between 12 to 18 years of age between 2003 and 2004 (2006, p37). As a big federal country, Canada has taken a series of actions since 1908. So far, there are three justice acts in the history of Canadian juvenile justice system, the 1908 Juvenile Delinquents Act, the 1982 Young Offenders Act, and the 2003 Youth Criminal Justice Act. In Canada, the judicial system and the principle of these laws have been debated for a long time. This paper will discuss how these three laws were defined and why one was replaced by another.
One of the most virulent strains of influenza in history ravaged the world and decimated the populations around the world. Present during World War I, the 1918 strain of pandemic influenza found many opportunities to spread through the war. At the time, science wasn’t advanced enough to study the virus, much less find a cure; medical personnel were helpless when it came to fighting the disease, and so the flu went on to infect millions and kill at a rate 25 times higher than the standard.
