I. Introduction
The purpose for which it was created the UN is to preserve world peace and save mankind from the scourge of war. However, the drafters of the Charter did not give the organization the attributes necessary to achieve their role fully. The above was found in the following years when it became apparent that the good will and the desire for peace were not sufficient to curb international conflicts. In such a situation the UN established the peace-keeping Operations (PKO´s). According to the doctrine Capston, from 1948 to date, have been carried out more than sixty of peace-keeping operations. Sin lugar a dudas la contestación a esta pregunta no es sencilla. However we can assert that the United Nations, through its history, its misfortunes and unfortunately of the problems that have plagued humanity are learning the lesson. The Peacekeeping operations have evolved trying to cover all the gaps and to be a viable alternative solution to the conflict.
The Peacekeeping Operations
Larry Fabian, defines peace-keeping, in relation to the activities carried out by the UN as “political-military control of local conflict by politically impartial, essentially noncoercitve methods” . At present, the PKO´s are integrated by international forces under the command of the United Nations and contribute to support surveillance and resolve conflicts between hostile countries or between hostile communities within the same country.
The PKO 's carried out by the UN are based on send forces with the purpose of providing security for the parties in conflict to these seek to settle their disputes peacefully. Therefore in a principle are not sent to fight, nor to restore the balance in favor of either of the parties to the conflict. The PKO 's are mandated by the Security Council and contains a basic description of the tasks to be performed by the members of the mission. Which often vary depending on the situation in each case.
